2.66.010 - Creation—Members—Vote.¶
The design review board of the city of La Mesa is hereby created and established to consist of five members. Three members to be appointed shall be design professionals. Design professional shall be defined as a registered architect or landscape architect, a building designer, urban designer, or urban planner. Of these appointed members one shall be appointed as the chairperson of the design review board. The remaining two members shall be the director of planning and a designated planning department staff member. Each member shall be entitled to vote on matters before the board.

2.66.020 - Appointment.¶
Members of the design review board designated as design professionals shall be appointed by the mayor with the approval of the city council.

2.66.030 - Terms of office.¶
The term of office for each appointed member shall be three years, which term shall commence on July 1 and terminate on June 30. Members' terms shall be maintained so that no more than one term shall expire in any given year; therefore, initially one member shall be appointed for a one year term, one member shall be appointed for a two year term, and one member shall be appointed for a three year term.

2.66.040 - Filling vacancies.¶
Each vacancy on the design review board shall be filled for the unexpired portion of the term vacated in the manner set forth in Section 2.66.020.

2.66.050 - Expiration of term.¶
In the event the reappointment in the manner set forth in Section 2.66.020 is not made upon the expiration of a term of office, a member shall continue in office until reappointment or until his successor is appointed and qualified.

2.66.060 - Statements of economic interests.¶
Each member as given in Section 2.66.010 shall comply with the provisions of the Conflict of Interest Code of the city of La Mesa.

2.66.070 - Powers and duties.¶
The design review board shall have, and is hereby vested with all the powers and duties provided by said act and amendments thereto, and such other powers and duties as may be conferred upon the board by the city council.

2.66.080 - Compensation.¶
All appointed members shall be paid such allowance as compensation for expenses incurred in their attendance at authorized meetings within the city of La Mesa as the council may from time to time fix by resolution.

2.66.090 - Study by members—Attendance at conferences.¶
The members of the design review board shall inform themselves on matters affecting the functions and duties of the board. For that purpose, such members may attend meetings, conferences, or hearings on subjects or issues relating to the Urban Design Program as authorized by the city council.

2.66.100 - Travel expenses.¶
The reasonable travel expenses incidental to such attendance shall be charged upon the funds allocated by the council for such purposes.

2.66.110 - Organization—Rules and procedures.¶
In conformity with Article 5, Chapter 3 of Title 7 to the Government Code, the design review board shall establish such rules, regulations, and procedures not inconsistent with the chapter for the transaction of business and shall keep a public record of its resolutions, transactions, findings and determinations.

2.66.120 - Limitation of office.¶
No appointed member shall be elected to serve as chairperson of the design review board for more than two consecutive years.

2.66.130 - Absence from meetings.¶
If any appointed member of the design review board absence themselves from three consecutive regular meetings of the board without permission secured before the third meeting or absence granted by the vote of not less than three members of the board, his office shall become vacant, and shall be filled as any other vacancy as provided for herein.

2.66.140 - Decorum at meetings.¶
Members of the board and persons in attendance at meetings of the board shall conduct themselves in an orderly manner and in compliance with the board's rules or, in the absence of such rules, with the rulings of the presiding officer respecting applause, noise making, and conduct. Any person found by the presiding officer to be in violation of any of the foregoing or to be disrupting the orderly progress of the meeting, shall be ordered by the presiding officer to remove themselves, and to remain barred, from the meeting at which such violation occurs.
