2.52.010 - Provisions adopted.

There is hereby adopted in the following particulars a chapter providing for a major public works program for the city of La Mesa.

2.52.020 - Short title.

This chapter shall be known and may be cited as the "major public works program."

2.52.030 - Authority and provision.

Pursuant to Section 65540 and Section 65549, et seq. of the Government Code of the state of California, a major public works plan is hereby adopted to provide a working program for the review, analysis and assignment of priorities according to need and the city's ability to pay for proposed public works; also to encourage the coordination on all utility public works and projects.

2.52.040 - Purpose.

The purpose of this chapter is to provide a basic framework within which this city will, on a continuing basis, anticipate, review and evaluate its capital needs towards the objective that such needs can be provided in their proper order thereby effecting economy in the expenditures of moneys and securing the needed facilities in their proper time.

It is also the purpose of this chapter to encourage effective liaison on a continuing basis between the city and public utilities, school districts and government jurisdictions which are often involved in public works development affecting the planning and maintenance of this city's facilities. To this end, all of said agencies are encouraged to notify the city of advance planning of projects which may involve the use of city streets and other facilities.

2.52.050 - Official agency and review body designated.

Pursuant to Sections 65549 and 65550 of the California Government Code:

(a) The planning department is hereby designated as the official agency for the receipt and coordination of all recommended proposed public works.

(b) The city planning commission is hereby designated as the body to review and recommend the coordinated list of proposed public works to the city council, and shall hereinafter be referred to as the review body.

2.52.060 - Recommending coordinated program.

The review body shall by March first of each year, recommend to the city council a coordinated program of proposed public works for each ensuing fiscal year commencing July first and the five years immediately following.

2.52.070 - Procedures of operation to be established.

The review body shall adopt such procedures and regulations as it deems necessary to accomplish its obligations set forth in Section 2.52.050. Such procedures and regulations shall include: (a) Definitions, (b) Instructions to each city officer, city department, city board, or city commission for submitting recommended improvements, (c) Time tables, and (d) Rules for the conduct of the review body.

Such regulations shall be deemed to be a requirement of this chapter.

2.52.080 - Responsibility of city officers, departments and commissions.

Each city officer, department, board or commission and each governmental body, commission or board whose jurisdiction lies entirely within the city of La Mesa, whose functions include recommending and preparing plans for, or constructing major public works or capital improvements, shall at least three months before the end of each fiscal year, submit to the official agency a list of the proposed improvements recommended for planning, initiation or construction during the ensuing fiscal year. In addition, a similar program covering the five years immediately following shall also be submitted.

2.52.090 - Recommended projects to be submitted to official agency.

The city manager, city council or any person who does not have specific responsibility to submit such proposals to the official agency may submit recommendations to the city department concerned or to the official agency. The official agency may refer such recommendations it receives to the appropriate department for study and recommendations.

2.52.100 - Responsibilities of official agency.

(a) The official agency pursuant to Section 65550 of the Government Code and the procedures adopted under Section 2.52.070 herein shall list and classify all recommended public works received and shall prepare a coordinated program of capital improvements for the ensuing fiscal year and submit the same together with required information to each member of the review body for study at least five days prior to its first meeting on the matter.

(b) Within a reasonable time following the adoption by the city council of a capital improvement program and capital budget the official agency shall distribute copies thereof to each adjoining city, to San Diego County and to public utility, governmental unit or district and school districts operating or having operations within the city or at its boundaries.

2.52.110 - Duties of finance director.

The duties of the finance director shall be to initiate studies of revenue sources, appraise the past, present and anticipated resources for the program period and develop a long range financial plan which would recognize the requirements for operating and maintenance expenditures for public services. He shall make available to all departments the results of his studies and assist them in determining the best and most practical means of financing recommended projects. He shall also in cooperation with the official agency review all recommendations from every source, confer with the city manager and all heads of departments and with representatives of other agencies involved as may be necessary to assist the official agency in the formulation of a recommendation for the assignment of priorities based upon the city's ability to pay and/or to finance the recommended improvements.
