2.18.010 - Purpose.¶
The Calaveras County Children and Families Commission shall comply with all provisions, amendments, requirements and revisions of California Health and Safety Code Section 130100 through 130158 governing First 5 commissions, to ensure compliance with federal, state and locally legislated mandates, revisions and operational requirements.

2.18.020 - Operating name.¶
The operating name of the Calaveras County Children and Families Commission shall be First 5 Calaveras.

2.18.030 - Strategic plan—Administrative location.¶
A. The county commission shall be deemed to be an agency of Calaveras County with independent authority over the strategic plan described in Section 130140, and the local Children and Families Trust Fund established pursuant to subparagraph (A) of paragraph (2) of subdivision (d) of Section 130105.
B. The Calaveras County Children and Families Commission shall be administratively located within the Calaveras Health and Human Services Agency.
C. The Calaveras County Children and Families Commission shall adopt a Strategic Plan which ensures compliance with all sections of California Health and Safety Code Section 130140(a)(1)(C).

2.18.040 - Public review.¶
The Calaveras County Children and Families Commission shall provide opportunity for public review of the annual strategic plan, program budget, independent program and fiscal audit and commission annual report. Any regularly held, publicly noticed meeting in compliance with the Ralph M. Brown Act shall serve the purpose of public hearing for Commission activities and business requiring public review.

2.18.050 - Public hearings.¶
The Calaveras County Children and Families Commission shall in a public hearing:
A. Adopt a limit on the percentage of the Commission's operating budget that may be spent on administrative functions. Definitions of administrative functions shall be in compliance with state commission guidelines.
B. Adopt all relevant Calaveras County policies and procedures governing First 5 Calaveras program practices and operations, with specific attention to:
Salaries and benefits of commission employees.
Conflict of interest of commission members.
Procurement practices ensuring consistency with Calaveras County Children and Families Commission adopted Strategic Plan.
C. All policies and procedures adopted by the commission shall be consistent with state and local law.
