The purposes of review of EIRs and Negative Declarations include:

  • (a) Sharing expertise,

  • (b) Disclosing agency analyses,

  • (c) Checking for accuracy,

  • (d) Detecting omissions,

  • (e) Discovering public concerns, and

  • (f) Soliciting counter proposals.
