2.18.010 - Office established.

Pursuant to the provisions of Section 40805.5 of the Government Code of the state of California, there is created and established the office of director of finance of the city.

2.18.020 - Appointment.

The director of finance shall be under the jurisdiction of the city manager, and shall be appointed by the city manager subject to approval of the city council.

2.18.030 - Bond required.

Pursuant to the requirements of Section 37209 of the Government Code, the director of finance before entering upon the duties of his office shall execute a bond in the penal sum of one hundred thousand dollars.

2.18.040 - Duties in general.

The financial and accounting duties imposed upon the city clerk are transferred to the director of finance. He shall maintain all records readily reflecting the financial condition of the city and all of its departments.

2.18.050 - Additional duties.

In addition to the duties set forth in Section 2.18.040, the director of finance shall perform the following duties:

A. Compile all financial information necessary for preparation of the city's budget and make such information available to the officer whose responsibility it is to prepare the budget;

B. Prepare a monthly statement of all receipts and disbursements in sufficient detail to show the financial condition of the city and each of its departments;

C. Handle the issuance of all licenses for the city;

D. Supervise and be in charge of all payroll records;

E. Maintain a record of all insurance policies and keep the city manager or city administrative officer informed of their expiration dates;

F. See that all taxes, assessments, license fees and other revenues of the city, or for whose collection the city is responsible, and all money receivable by the city from the county, state or federal government, or from any court, department or agency of the city, are collected;

G. Perform such other duties as are from time to time assigned to him by the city manager or city administrative officer.
