2.08.010 - Appointment.¶
A. At the beginning of each term, and following reorganization of the city council, the mayor shall appoint the following committees and/or commissioners:
Commissioner of streets and sidewalks, which committee shall consist of one or more members;
Commissioner of parks and recreation, which committee shall consist of one or more members;
Commissioner of lights and water, which committee shall consist of one or more members;
Commissioner of health and safety, which committee shall consist of one or more members;
Commissioner of fire and police, which committee shall consist of one or more members;
Commissioner of finance, which committee shall consist of one or more members.
B. The mayor shall serve as ex officio commissioner of each of the committees provided for in subsection A of this section.

2.08.020 - Apprisal of matters to come before council.¶
One hour before each regular meeting of the city council, or at such other times as may be convenient, the members of the committees described in Section 2.08.010 shall assemble informally at the city hall for the purpose of being apprised by the mayor of the various matters coming before the next succeeding meeting, and receiving such detailed information in regard thereto as will enable the city council to dispose of said matters most intelligently when they come up for official consideration at the regular meeting to follow.

2.08.030 - Referral of business—Recommendation may be required to be in writing.¶
A. All business brought before the city council shall be referred to the appropriate commissioners and/or committees for investigation, report and recommendation in reference thereto, before any action is taken by the city council as a whole, except when the business in question is of special urgency or of such nature as may be disposed of immediately.
B. Upon a majority vote of the city council, any commissioner and/or committee may be required to report his or their recommendation in writing.
