What are the VOC requirements and verification steps for paints and coatings?
CALGreen (Appendix A6) requires architectural paints and coatings to meet the ARB VOC limits in Table A6.504.8.3 (e.g., Flat 50 g/L, Nonflat 100 g/L) and directs that compliance be verifiable on request with manufacturer product specifications and field inspection of product containers (see § A6.504.8.3 and § A6.504.8.3.2).

What the code requires — 2-4 sentences
California’s voluntary health‑facility appendix requires that architectural paints and coatings meet the California Air Resources Board (ARB) Architectural Coatings VOC limits as listed in the CALGreen Appendix table. The controlling provision is § A6.504.8.3, and verification (when requested by the enforcing agency) is required by § A6.504.8.3.2.
The single most important rule: use the ARB “Table 1” VOC limits shown in the CALGreen Appendix table for the coating category (or classify the product as Flat / Nonflat / Nonflat‑High Gloss when no specialty category applies).
Requirements in detail
Scope and definitions (what products are covered)
- Architectural paints and coatings (interior and exterior architectural coatings) are covered by § A6.504.8.3 and must comply with the VOC limits reproduced from the ARB Suggested Control Measure.
- If a coating does not fall into a listed specialty coating category, it must be classified by gloss as Flat, Nonflat, or Nonflat‑High Gloss using ARB gloss definitions; the corresponding VOC limit applies. § A6.504.8.3.

Aerosol products and other special controls
- Aerosol paints and coatings are regulated differently: they must meet the Product‑Weighted MIR (ROC) limits and prohibitions in Title 17, and may be subject to additional district rules (e.g., Bay Area Regulation 8 Rule 49). See § A6.504.8.3.1.
Measurement basis and test methods
- The VOC limits are stated less water and less exempt compounds; methods to measure VOC content generally follow ARB / SCAQMD rules (see referenced ARB/SCAQMD guidance in the table notes). § A6.504.8.3.
Verification steps (what the code requires inspectors to ask for)
- Verification is required at the request of the enforcing agency under § A6.504.8.3.2. The provision explicitly lists acceptable documentation:
- Manufacturer’s product specification (product data sheet showing VOC in g/L, measurement basis).
- Field verification of on‑site product containers (labels on cans or drums).
- For residential/nonresidential mandatory sections the same verification approach appears in the main body sections (e.g., § 4.504.2.4 and § 5.504.4.3.2) — manufacturer specs and field verification are listed as acceptable documentation.
Practical verification checklist an enforcing agency may use:
- Collect the manufacturer product data sheet showing VOC (g/L) “less water and less exempt compounds.”
- Inspect on‑site containers and labels to confirm the product matches the spec sheet and that the VOC number is within the CALGreen limit for that category.
- If using aerosols, confirm compliance with MIR/Product‑weighted ROC rules referenced in § A6.504.8.3.1.
Exceptions & special cases
- If a coating does not match a specialty category, the product must be classified by gloss (Flat / Nonflat / Nonflat‑High Gloss) per ARB definitions — then use the corresponding VOC limit in § A6.504.8.3.
- Aerosol coatings follow separate MIR/ROC rules in § A6.504.8.3.1 rather than the g/L table; district rules can add further restrictions.
- Local air districts may have more stringent VOC limits (CALGreen notes the ARB values apply “unless more stringent local limits apply”); always confirm local code or district Rule 1168 / Title 17 requirements. § A6.504.8.3.
Common mistakes
- Misreading the measurement basis: using a VOC figure that includes water or exempt compounds instead of “less water and less exempt compounds.” The CALGreen limits use the latter basis. § A6.504.8.3.
- Misclassifying coatings (e.g., calling a product “Flat” when the ARB gloss test would make it Nonflat), which can lead to applying the wrong g/L limit. § A6.504.8.3.

Worked example — step‑by‑step application
Scenario: You plan to use a latex interior wall coating labeled as “low‑odor, eggshell finish” with a manufacturer data sheet that lists VOC = 85 g/L less water / less exempt compounds. You are painting hospital patient rooms.
- Determine category: eggshell is typically a Nonflat (check ARB gloss definitions if uncertain). Use Nonflat limit = 100 g/L per § A6.504.8.3.
- Compare VOC: product VOC = 85 g/L (measurement basis correct) vs Nonflat limit 100 g/L → compliant.
- Verification preparations: retain the manufacturer product specification (data sheet) showing the 85 g/L figure, and keep on‑site cans with labels available for inspector review as required by § A6.504.8.3.2.
If the same product had been 120 g/L, it would not meet the Nonflat 100 g/L limit and could not be used unless a different compliant product or local exception applied. § A6.504.8.3.

Such products also shall comply with the Rule 1168 prohibition on the use of certain toxic compounds (chloroform, ethylene dichloride, methylene chloride, perchloroethylene and trichloroethylene), except for aerosol products, as specified in Subsection 2 below. 2. Aerosol adhesives, and smaller unit sizes of adhesives, and sealant or caulking compounds (in units of product, less packaging, which do not weigh more than 1 pound and do not consist of more than 16 fluid ounces) shall comply with statewide VOC standards and other requirements, including prohibitions on use of certain toxic compounds, of Califor- nia Code of Regulations, Title 17, commencing with Section 94507.
4.504.2.2 Paints and coatings. Architectural paints and coatings shall comply with VOC limits in Table 1 of the ARB Architectural Suggested Control Measure, as shown in Table 4.504.3, unless more stringent local limits apply. The VOC content limit for coatings that do not meet the definitions for the specialty coatings categories listed in Table 4.504.3 shall be determined by classifying the coating as a Flat, Nonflat or Nonflat-high Gloss coating, based on its gloss, as defined in subsections 4.21, 4.36 and 4.37 of the 2007 California Air Resources Board, Suggested Control Measure, and the corresponding Flat, Nonflat or Nonflat-high Gloss VOC limit in Table 4.504.3 shall apply.

Frequently asked questions
Can I use a product whose VOC is listed including water?
No. The CALGreen limits are expressed less water and less exempt compounds; you must use the VOC figure on the product data sheet that is reported on that basis. § A6.504.8.3.
What documentation should I keep on site in case of inspection?
Keep the manufacturer’s product specification/data sheet showing VOC (g/L, less water/exempt) and retain container labels for field verification per § A6.504.8.3.2.
How do I know if a coating is “Nonflat” vs “Flat”?
Use the ARB gloss definitions referenced in § A6.504.8.3 (CALGreen adopts the ARB classification procedure); if uncertain, request the manufacturer’s classification or perform a gloss test per ARB guidance.
Are aerosols covered by the same g/L numbers?
No. Aerosol paints and coatings are subject to Product‑Weighted MIR (ROC) limits and Title 17 prohibitions referenced in § A6.504.8.3.1, not the g/L table.
What if my local air district has a stricter limit?
Local or district limits supersede the ARB table when they are more stringent; CALGreen states the ARB values apply “unless more stringent local limits apply.” Check district Rule 1168 and local ordinances. § A6.504.8.3.
