What operation, maintenance and owner documentation is required related to energy systems?
At final inspection you (the owner) must receive and keep a systems manual that contains operation and maintenance instructions for energy equipment — including HVAC, photovoltaic systems, electric vehicle chargers, water heaters, irrigation and water‑reuse systems — plus site contacts, utility information, humidity guidance, and gutter diversion instructions (divert water at least 5 feet from the foundation) as required by **§ 4.410.1**. **§ 4.410.1**

What the code requires — 2–4 sentences
At final inspection the owner must be given a systems manual (manual, CD, web reference or other media) that stays with the building for its lifetime. The manual must include operation and maintenance instructions for energy-related equipment and systems such as HVAC systems, photovoltaic systems, electric vehicle chargers, water‑heating systems, and related systems (also landscape irrigation and water reuse) per § 4.410.1. § 4.410.1
The single most important rule: provide the building owner a complete systems manual at final inspection and include O&M instructions for all listed energy systems so the manual remains with the building. § 4.410.1

Exceptions & special cases
- Section 4.410.1 itself does not list exceptions for providing the systems manual; it applies at final inspection for buildings subject to that residential chapter. § 4.410.1
- For nonresidential projects, separate commissioning exceptions and thresholds (for example, exemptions for certain unconditioned warehouses and small tenant improvements) appear in the commissioning section § 5.410.2; those exceptions affect whether the more detailed commissioning/manual/training requirements apply. § 5.410.2

Common mistakes
- Delivering the O&M manuals before final inspection but failing to state that the manual “shall remain with the building” — the retention instruction is an explicit code item. § 4.410.1
- Omitting energy‑specific systems (PV, EV chargers, water heaters) from the O&M instructions and including only general building O&M — the code lists these equipment types by name. § 4.410.1
- Providing only manufacturer manuals without site‑specific operating procedures, schedules, contact info, or landscape irrigation/controller guidance — the code requires site information and system‑specific instructions. § 4.410.1

Worked example — single‑family home with rooftop PV and EV charger
Scenario: New single‑family home reaches final inspection. Installed systems include a central split‑system HVAC, a solar photovoltaic array with inverter, an electric vehicle charger, an indirect gas water heater, and an automatic landscape irrigation controller.
What you must deliver at final inspection:
A systems manual (paper and a web link) that includes:
- A direction that the manual shall remain with the building. § 4.410.1
- O&M instructions for the HVAC system (filter sizes and replacement intervals, condenser care, basic troubleshooting). § 4.410.1

1207.2 Commissioning, decommissioning, operation and maintenance. Commissioning, decommissioning, operation and maintenance shall be conducted in accordance with this section.
1207.2.1 Commissioning. Commissioning of newly installed ESS and existing ESS that have been retrofitted, replaced or previously decommissioned and are returning to service shall be conducted prior to the ESS being placed in service in accordance with a commissioning plan that has been approved prior to initiating commissioning. The commissioning plan shall include the following:
- A narrative description of the activities that will be accomplished during each phase of commissioning, including the personnel intended to accomplish each of the activities.
- A listing of the specific ESS and associated components, controls and safety-related devices to be tested, a description of the tests to be performed and the functions to be tested.
- Conditions under which all testing will be performed, which are representative of the conditions during normal operation of the system.
- Documentation of the owner’s project requirements and the basis of design necessary to understand the installation and operation of the ESS.
- Verification that required equipment and systems are installed in accordance with the approved plans and specifications.
- Integrated testing for all fire and safety systems.
- Testing for any required thermal management, ventilation or exhaust systems associated with the ESS installation.
- Preparation and delivery of operation and maintenance documentation.
- Training of facility operating and maintenance staff.
- Identification and documentation of the requirements for maintaining system performance to meet the original design intent during the operation phase.
- Identification and documentation of personnel who are qualified to service, maintain and decommission the ESS, and respond to incidents involving the ESS, including documentation that such service has been contracted for./p>
- A decommissioning plan for removing the ESS from service, and from the facility in which it is located. The plan shall include details on providing a safe, orderly shutdown of energy storage and safety systems with notification to the code officials prior to the actual decommissioning of the system. The decommissioning plan shall include contingencies for removing an intact operational ESS from service, and for removing an ESS from service that has been damaged by a fire or other event.
Exceptions:
- Commissioning shall not be required for lead-acid and nickel-cadmium battery systems at facilities under the exclusive control of communications utilities that comply with NFPA 76 and operate at less than 50 VAC and 60 VDC. A decommissioning plan shall be provided and maintained where required by the fire code official.
- Lead-acid and nickel-cadmium battery systems less than 50 VAC, 60 VDC that are in telecommunications facilities for installations of communications equipment under the exclusive control of communications utilities, and are located outdoors or in building spaces or walk-in units used exclusively for such installations that are in compliance with NFPA 76, shall be permitted to have a commissioning plan in compliance with recognized industry practices in lieu of complying with Section 1207.2.1.
- Lead-acid and nickel-cadmium battery systems that are used for DC power for control of substations and control or safe shutdown of generating stations under the exclusive control of the electric utilities, and are located in building spaces or walk-in units used exclusively for such installations, shall be permitted to have a commissioning plan in compliance with applicable governmental laws and regulations in lieu of developing a commissioning plan in accordance with Section 1207.2.1. A6.203.2 Energy performance. It is the intent of this code to encourage green buildings to achieve exemplary performance in the area of energy efficiency.

SECTION A6.204—PRESCRIPTIVE APPROACH
A6.204.1 ENERGY STAR equipment and appliances. All equipment and appliances provided by the builder shall be ENERGY STAR labeled if ENERGY STAR is applicable to that equipment or appliance.
A6.204.4 Commissioning. [OSHPD 1 & 4] Building commissioning shall be included in the design and construction processes of the building project to verify that the building’s energy related systems are installed, calibrated and perform according to the owner’s project requirements, basis of design and construction documents.
The owner and designer shall designate an individual as the Commissioning Authority (CxA) to lead, review and oversee the completion of the commissioning process activities. The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.
Commissioning process activities shall be completed for the following energy-related systems, at a minimum:
- Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
- Lighting and daylighting controls.
- Domestic hot water systems.
- Renewable energy systems (wind, solar, etc.).
- Building envelope systems.
A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:
- Environmental and sustainability goals.
- Energy efficiency goals.
- Indoor environmental quality requirements.

What format must the systems manual be in?
The code accepts paper, compact disc, web‑based reference or other media acceptable to the enforcing agency; choose at least one format and ensure the enforcing agency will accept it. § 4.410.1
Does PV equipment specifically need O&M info in the manual?
Yes — photovoltaic systems are explicitly named as equipment that must have operation and maintenance instructions in the manual. § 4.410.1
Must the manual include training records?
For residential § 4.410.1 does not require training records. For nonresidential projects, systems operations training and documentation are required under § 5.410.2.5.2 and the training program should be documented in the commissioning report. § 5.410.2.5.2
Is there a required humidity range the manual must discuss?
Yes — the manual must include educational material about maintaining interior relative humidity between 30–60 percent and methods occupants can use to maintain it. § 4.410.1
