Planning and Design
CALGreen’s Planning and Design division sets mandatory and elective site‑and‑layout rules (stormwater, reuse, transport, heat‑island and ecosystem measures) to reduce a project’s environmental impact.

Overview
Planning and Design in CALGreen covers the site- and layout-level requirements that shape how a project sits on the land and interacts with water, energy, transportation and ecosystems. For nonresidential projects these provisions are collected in Chapter 5, Division 5.1 (Planning and Design), and for residential projects in Chapter 4, Division 4.1 (Planning and Design) — including site development, stormwater control, grading, and orientation requirements such as §5.101.1 and §4.101.1.
These rules matter because early decisions about site selection, deconstruction and reuse, bike and EV parking, low‑impact development (LID) and heat‑island mitigation reduce long‑term environmental impacts and lifecycle costs. Mandatory items such as deconstruction/reuse (§5.105.1) and stormwater pollution prevention (§5.106.1–§5.106.2) set the baseline for compliance and community protection.
CALGreen also organizes voluntary/tiered electives (Appendix A5 / A4) so projects can go beyond the mandatory baseline — for example LID and stormwater design, cool roofs and shade trees for heat‑island reduction, and bird‑friendly design appear as elective paths (A5.106, A5.106.11, A5.107). These voluntary measures are integrated into the Tier 1/Tier 2 checklists and compliance guidance.

Informational Note:
- Functional performance testing for heating, ventilation, air conditioning systems and lighting controls must be performed in compliance with the California Energy Code.
5.410.2.1 Owner’s or Owner representative’s Project Requirements (OPR). [N] The expectations and requirements of the building appropriate to its phase shall be documented before the design phase of the project begins. This documentation shall include the following:
- Environmental and sustainability goals.
- Building sustainable goals.
- Indoor environmental quality requirements.
- Project program, including facility functions and hours of operation, and need for after hours operation.
- Equipment and systems expectations.
- Building occupant and operation and maintenance (O&M) personnel expectations.
5.410.2.2 Basis of Design (BOD). [N] A written explanation of how the design of the building systems meets the OPR shall be completed at the design phase of the building project. The Basis of Design document shall cover the following systems:
Renewable energy systems.
Landscape irrigation systems.
Water reuse systems.
5.410.2.3 Commissioning plan. [N] Prior to permit issuance a commissioning plan shall be completed to document how the project will be commissioned. The commissioning plan shall include the following:
- General project information.
- Commissioning goals.
- Systems to be commissioned. Plans to test systems and components shall include: a. An explanation of the original design intent. b. Equipment and systems to be tested, including the extent of tests.
c. Functions to be tested.
d. Conditions under which the test shall be performed. e. Measurable criteria for acceptable performance. 4. Commissioning team information. 5. Commissioning process activities, schedules and responsibilities. Plans for the completion of commissioning shall be included.
5.410.2.4 Functional performance testing. [N] Functional performance tests shall demonstrate the correct installation and operation of each component, system and system- to-system interface in accordance with the approved plans and specifications.

NONRESIDENTIAL MANDATORY MEASURES
Functional performance testing reports shall contain information addressing each of the building components tested, the testing methods utilized, and include any readings and adjustments made.
5.410.2.5 Documentation and training. [N] A systems manual and systems operations training are required, including Occupational Safety and Health Act (OSHA) requirements in California Code of Regulations (CCR), Title 8, Section 5142, and other related regulations.
5.410.2.5.1 Systems manual. [N] Documentation of the operational aspects of the building shall be completed within the systems manual and delivered to the building owner or representative. The systems manual shall include the following:
Site information, including facility description, history and current requirements.
Site contact information.
Basic operations and maintenance, including general site operating procedures, basic troubleshooting, recommended maintenance requirements, site events log.
Major systems.
Site equipment inventory and maintenance notes.
A copy of verifications required by the enforcing agency or this code.
Other resources and documentation, if applicable.

CALGreen VERIFICATION GUIDELINES
TIER 1 CHECKLIST
Application: This checklist shall be used for nonresidential projects that meet the following: new construction, or building additions of 1,000 square feet or greater, or building alterations with a permit valuation of $200,000 or more pursuant to Section 301.3, AND are adopting Tier 1 voluntary measures.
Note: All applicable mandatory requirements in Chapter 5 shall be met prior to applying Tier 1 voluntary measures.
Instructions:
Comply with all Tier 1 prerequisite measures from the various categories shown on the table below.
Add a “ Y ” to all mandatory and Tier 1 prerequisite measures in the appropriate columns.
Select the required number of additional electives from those categories shown on the table below and add a “ Y ” on the selected elective and add an “ N ” on the rest.
Count the total number of Tier 1 prerequisite measures plus the additional electives and write down the total number at the end of the checklist. Determine if the required number of Tier 1 measures have been selected to achieve Tier 1 compliance.

4 RESIDENTIAL MANDATORY MEASURES
DIVISION 4.1 – PLANNING AND DESIGN
SECTION 4.101—GENERAL
4.101.1 Scope. The provisions of this division outline planning, design and development methods that include environmentally responsible site selection, building design, building siting and development to protect, restore and enhance the environmental quality of the site and respect the integrity of adjacent properties.

4.102.1 Definitions. The following terms are defined in Chapter 2.

SECTION 4.106—SITE DEVELOPMENT
4.106.1 General. Preservation and use of available natural resources shall be accomplished through evaluation and careful planning to minimize negative effects on the site and adjacent areas. Preservation of slopes, management of storm water drainage and erosion controls shall comply with this section.
4.106.2 Storm water drainage and retention during construction. Projects which disturb less than one acre of soil and are not part of a larger common plan of development which in total disturbs one acre or more, shall manage storm water drainage during construction. In order to manage storm water drainage during construction, one or more of the following measures shall be implemented to prevent flooding of adjacent property, prevent erosion and retain soil runoff on the site.
Retention basins of sufficient size shall be utilized to retain storm water on the site.
Where storm water is conveyed to a public drainage system, collection point, gutter or similar disposal method, water shall be filtered by use of a barrier system, wattle or other method approved by the enforcing agency.
Compliance with a lawfully enacted storm water management ordinance.
Note: Refer to the State Water Resources Control Board for projects which disturb one acre or more of soil, or are part of a larger common plan of development which in total disturbs one acre or more of soil.

4.106.3 Grading and paving. Construction plans shall indicate how the site grading or drainage system will manage all surface water flows to keep water from entering buildings. Examples of methods to manage surface water include, but are not limited to, the following:
Swales
Water collection and disposal systems
French drains
Water retention gardens
Other water measures which keep surface water away from buildings and aid in groundwater recharge.
Exception: Additions and alterations not altering the drainage path.
