13.90.010 - Purpose.¶
Convicted sex offenders pose a clear threat to children and other residents of the City of Victorville. The purpose of this chapter is to serve the community's interest in promoting, protecting, and improving the health, safety, and welfare of its residents by establishing areas in which sex offenders may not loiter consistent with recently clarified state law.

13.90.020 - Definitions.¶
For purposes of this chapter, the following definitions shall apply:
"Child," "children," or "minor" means any person or persons under the age of eighteen years of age.
"Loiter" shall mean to commit any act as defined in California Penal Code section 653b.
"Protected Locations" shall mean any school or public place at or near which children attend or normally congregate.
"Sex Offender" means an individual who is currently required by law to register with a governmental entity as a sex offender under California Penal Code Section 290.

13.90.030 - Prohibitions.¶
It is unlawful for any sex offender to loiter in protected locations as defined in Section 13.90.020.

13.90.040 - Reserved.¶
13.90.050 - Violation.¶
Any person violating any of the provisions of this chapter is guilty of a misdemeanor as provided in Section 1.04.010 of the Victorville Municipal Code.
