PREFACE
The Victorville Municipal Code, originally published by Book Publishing Company in 1970, has been kept current by regular supplementation by Matthew Bender & Company, Inc., its successor in interest.
Beginning with Supplement No. 22, Municipal Code Corporation will be keeping this Code current by regular supplementation.
During original codification, the ordinances were compiled, edited and indexed by the editorial staff of Book Publishing Company under the direction of William Flory, city attorney.
The Code is organized by subject matter under an expandable three-factor decimal numbering system which is designed to facilitate supplementation without disturbing the numbering of existing provisions. Each section number designates, in sequence, the numbers of the title, chapter, and section. Thus, Section 2.12.040 is Section .040, located in Chapter 2.12 of Title 2. In most instances, sections are numbered by tens (.010, .020, .030, etc.), leaving nine vacant positions between original sections to accommodate future provisions. Similarly, chapters and titles are numbered to provide for internal expansion.
In parentheses following each section is a legislative history identifying the specific sources for the provisions of that section. This legislative history is complemented by an ordinance disposition table, following the text of the Code, listing by number all ordinances, their subjects, and where they appear in the codification; and beginning with Supplement No. 22, legislation can be tracked using the "Code Comparative Table and Disposition List."
A subject-matter index, with complete cross-referencing, locates specific code provisions by individual section numbers.
This supplement brings the Code up to date through Ordinance Number 2465 adopted April 7, 2026.

HOW TO USE YOUR CODE
This code is organized to make the laws of the city as accessible as possible to city officials, city employees and private citizens. Please take a moment to familiarize yourself with some of the important elements of this code.
Numbering System.
The numbering system is the backbone of a code of ordinances; Municipal Code Corporation uses a unique and versatile numbering structure that allows for easy expansion and amendment of this code. It is based on three tiers, beginning with title, then chapter, and ending with section. Each part is represented in the code section number. For example, Section 2.04.010 is Section .010, in Chapter 2.04 of Title 2.
Title. A title is a broad category under which ordinances on a related subject are compiled. This code contains about 15 to 20 titles. For example, the first title is Title 1, General Provisions, which may contain ordinances about the general penalty, code adoption and definitions. The titles in this code are separated by tabbed divider pages for quick reference. Some titles are "Reserved" for later use.
Chapter.
Chapters deal with more specific subjects, and are often derived from one ordinance. All of the chapters on a related subject are grouped in one title. The chapters are numbered so that new chapters which should logically be placed near certain existing chapters can be added at a later time without renumbering existing material. For example, Chapter 2.06, City Manager, can be added between 2.04, City Council, and Chapter 2.08, City Attorney.
Section.
Each section of the code contains substantive ordinance material. The sections are numbered by "tens" to allow for expansion of the code without renumbering.
Tables of Contents.
There are many tables of contents in this code to assist in locating specific information. At the beginning of the code is the main table of contents listing each title. In addition, each title and chapter has its own table of contents listing the chapters and sections, respectively.
Ordinance History Note.
At the end of each code section, you will find an "ordinance history note," which lists the underlying ordinances for that section. The ordinances are listed by number, section (if applicable) and year. (Example: (Ord. 272 § 1, 1992).)
Beginning with Supplement No. 22 a secondary ordinance history note will be appended to affected sections. Ordinance history notes will be amended with the most recent ordinance added to the end. These history notes can be cross referenced to the code comparative table and disposition list appearing at the back of the volume preceding the index.
Statutory References.
The statutory references direct the code user to those portions of the state statutes that are applicable to the laws of the municipality. As the statutes are revised, these references will be updated.
Cross-Reference Table.
When a code is based on an earlier codification, the cross-reference table will help users find older or "prior" code references in the new code. The cross-reference table is located near the end of the code, under the tabbed divider "Tables." This table lists the prior code section in the column labeled "Prior Code Section" and the new code section in the column labeled "Herein."
As of Supplement No. 22, this table will no longer be updated.
Ordinance List and Disposition Table.
To find a specific ordinance in the code, turn to the section called "Tables" for the Ordinance List and Disposition Table. This very useful table tells you the status of every ordinance reviewed for inclusion in the code. The table is organized by ordinance number and provides a brief description and the disposition of the ordinance. If the ordinance is codified, the chapter (or chapters) will be indicated. (Example: (2.04, 6.12, 9.04).) If the ordinance is of a temporary nature or deals with subjects not normally codified, such as budgets, taxes, annexations or rezones, the disposition will be "(Special)." If the ordinance is for some reason omitted from the code, usually at the direction of the municipality, the disposition will be "(Not codified)." Other dispositions sometimes used are "(Tabled)," "(Pending)," "(Number Not Used)" or "(Missing)."
Beginning with Supplement No. 22 this table will be replaced with the "Code Comparative Table and Disposition List."
Code Comparative Table and Disposition List.
Beginning with Supplement No. 22, a Code Comparative Table and Disposition List has been added for use in tracking legislative history. This table is a chronological listing of each ordinance considered for codification. The Code Comparative Table and Disposition List specifies the ordinance number, adoption date, description of the ordinance and the disposition within the code of each ordinance. By use of the Code Comparative Table and Disposition List, the reader can locate any section of the code as supplemented, and any subsequent ordinance included herein.
Index. If you are not certain where to look for a particular subject in this code, start with the index. This is an alphabetical multi-tier subject index which uses section numbers as the reference, and cross-references where necessary. Look for the main heading of the subject you need, then the appropriate subheadings:

The index will be updated as necessary when the code text is amended.
Instruction Sheet.
Each supplement to the new code will be accompanied by an Instruction Sheet. The Instruction Sheet will tell the code user the date of the most recent supplement and the last ordinance contained in that supplement. It will then list the pages that must be pulled from the code and the new pages that must be inserted. Following these instructions carefully will assure that the code is kept accurate and current. Removed pages should be kept for future reference.
Page Numbers.
When originally published, this code was numbered with consecutive page numbers. As of Supplement No. 22, when new pages are inserted with amendments, the pages will follow a "Point Numbering System". (Example: 32, 32.1, 32.2, 32.2.1, 32.2.2, 33.) Backs of pages that are blank (in codes that are printed double-sided) will be left unnumbered but the number is "reserved" for later use.

ORDINANCE NO. 287
AN ORDINANCE OF THE CITY OF VICTORVILLE, CALIFORNIA, ADOPTING THE "VICTORVILLE MUNICIPAL CODE," A CODIFICATION OF THE PERMANENT AND GENERAL ORDINANCES OF THE CITY OF VICTORVILLE, CALIFORNIA, TOGETHER WITH THE FOLLOWING SECONDARY CODES THEREIN ADOPTED BY REFERENCE, TO WIT: "UNIFORM BUILDING CODE"; "UNIFORM PLUMBING CODE"; "UNIFORM MECHANICAL CODE"; "UNIFORM WIRING CODE"; "UNIFORM FIRE CODE"; SAVE AND EXCEPT THOSE PORTIONS OF THE PRECEDING SECONDARY CODES AS ARE DELETED, MODIFIED OR AMENDED BY PROVISIONS OF SAID CODE; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF THE PROVISIONS THEREOF.
WHEREAS, the California State Legislature has provided for the codification and publication of the permanent and general ordinances of cities; and
WHEREAS, the Book Publishing Company, Seattle, Washington, has compiled, edited and published a codification of the permanent and general ordinances of the City of Victorville, California; and
WHEREAS, there have been filed, and there are now on file, in the office of the City Clerk for public inspection three (3) copies of a document entitled "Victorville Municipal Code" together with three (3) copies of each of the secondary codes therein adopted by reference.
THE CITY COUNCIL OF THE CITY OF VICTORVILLE DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1 Adoption of the "Victorville Municipal Code."
Pursuant to the provisions of Sections 50022.1 50022.8 and 50022.10 of the Government Code of the State of California, there is hereby adopted the "Victorville Municipal Code" as published by Book Publishing Company, Seattle, Washington, together with the following secondary codes included therein by reference:

Code entitled "Uniform Building Code," 1967 Edition, Volume I, Authorized Edition, Second Printing, Promulgated by the International Conference of Building Officials, 50 South Los Robles, Pasadena, California 91101;

Code entitled "Uniform Plumbing Code," 1967 Edition, including the Appendices, Useful Tables and Index, as promulgated by the International Association of Plumbing and Mechanical Officials, formerly Western Plumbing Officials Association;
(c) Code entitled "Uniform Mechanical Code," 1967 Edition, as promulgated by the International Association of Plumbing and Mechanical Officials;
(d) Code entitled "Uniform Wiring Code," 1968 Edition, prepared and published by the Southern California Chapter of the International Association of Electrical Inspectors;
(e) Code entitled "Uniform Fire Code," as adopted by the California Fire Chiefs Association on May 17, 1961, and as revised in May, 1967, including the Appendices; save and except those portions of the preceding secondary codes as are deleted, modified or amended by provisions of the "Victorville Municipal Code." From and after the effective date of this Ordinance, the "Victorville Municipal Code" shall constitute the penal and regulatory ordinances of the City of Victorville.
SECTION 2 Title—Citation—Reference.
This code shall be known as the "Victorville Municipal Code" and it shall be sufficient to refer to said code as the "Victorville Municipal Code" in any prosecution for the violation of any provision thereof or in any proceeding at law or equity. It shall be sufficient to designate any ordinance adding to, amending, correcting or repealing all or any part or portion thereof as an addition to, amendment to, correction or repeal of the "Victorville Municipal Code." Further, reference may be had to the titles, chapters, sections and subsections of the "Victorville Municipal Code" and such reference shall apply to that numbered title, chapter, section or subsection as it appears in this code.
SECTION 3 Codification Authority.
This code consists of all the regulatory and penal ordinances and certain of the administrative ordinances of the City of Victorville, California, codified pursuant to the provisions of Section 50022.1—50022.8 and 50022.10 of the Government Code of the State of California.
SECTION 4 Violations and Punishment.
As required by Government Code Section 50022.4 of the State of California, the penalty clauses outlined in Section 1.04.010 of Chapter 1.04, Title 1 of the Victorville Municipal Code hereinafter set forth in full as follows:
"It shall be unlawful for any person to violate any provision or to fail to comply with any of the requirements of this code. Any person violating any of the provisions or failing to comply with any of the mandatory requirements of this code, shall be guilty of a misdemeanor. Any person convicted of a misdemeanor under the provisions of this code, unless provision is otherwise herein made, shall be punishable by a fine of not more than five hundred dollars or by imprisonment in the City or County jail for a period of not more than six months or by both such fine and imprisonment. Each such person shall be guilty of a separate offense for each and every day during any portion of which any violation of any provision of this code is committed, continued, or permitted by such person and shall be punished accordingly. In addition to the penalties hereinabove provided, any condition caused or permitted to exist in violation of any of the provisions of this code shall be deemed a public nuisance and may be, by this City, summarily abated as such, and each day that such condition continues shall be regarded as a new and separate offense."
SECTION 5 Reference to Specific Ordinances.
The provisions of this code shall not in any manner affect deposits or other matters of record which refer to, or are otherwise connected with ordinances which are therein specifically designated by number or otherwise and which are included within the code, but such reference shall be construed to apply to the corresponding provisions contained within this code.
SECTION 6 Effect of Code on Past Actions and Obligations.
Neither the adoption of this code nor the repeal or amendments hereby of any ordinance or part or portion of any ordinance of the City shall in any manner affect the prosecution for violations of ordinances, which violations were committed prior to the effective date hereof, nor be construed as a waiver of any license, fee or penalty at said effective date due and unpaid under such ordinances, nor be construed as affecting any of the provisions of such ordinances relating to the collection of any such license, fee, or penalty, on the penal provisions applicable to any violation thereof, nor to affect the validity of any bond or cash deposit in lieu thereof required to be posted, filed, or deposited pursuant to any ordinance, and all rights and obligations thereunder appertaining shall continue in full force and effect.
SECTION 7 Repeal.
All general ordinances of the City of Victorville not included in this code or excluded from the operation and effect of this section are hereby repealed.
SECTION 8 Repeal Shall Not Revive Any Ordinances.
The repeal of an ordinance shall not repeal the repealing clause of such ordinance or revive any ordinance which has been repealed thereby.
SECTION 9 Exclusions.
Every special ordinance of this City governing the following subject matter, whether contained in whole or in part within this code, and the City business license ordinances and personnel system ordinances are excluded from the operation and effect of Section 7 and are not affected by the repeal provisions hereof: annexations; franchises; naming roads, streets and public places; acquisition or disposal of public property; vacation of streets, alleys or public ways; acceptance of any gift, device, license or other benefit; provided that the foregoing enumeration of exceptions or exclusions shall not be deemed to be exclusive or exhaustive, it being the intent and purpose to exclude from repeal any and all ordinances not of a general nature and the City business license ordinances and personnel system ordinances.
SECTION 10 Effective Date.
This code shall become effective on the date the ordinance adopting this code as the "Victorville Municipal Code" shall become effective.
SECTION 11 Constitutionality.
If any section, subsection, sentence, clause or phrase of this code is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this code. The Council hereby declares that it would have passed this code, and each section, subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases had been declared invalid or unconstitutional, and if for any reason this code should be declared invalid or unconstitutional, then the original ordinance or ordinances shall be in full force and effect.
