13.38.010 - Western grapeleaf skeletonizer declared nuisance.¶
On the basis of reports to the city council by the commissioner of agriculture of the county, the council finds and determines that areas throughout the city are presently infested with the grapeleaf skeletonizer; that such infestation seriously endangers vines and plants and is declared to be a public nuisance and unless measures are taken to control and eliminate same, can result in the destruction of, or serious injury to, all vines and plants in the city.

13.38.020 - Treatment of infested areas.¶
The city manager in cooperation with the commissioner of agriculture of the county and such other governmental agencies and offices as may be proper, is authorized and directed to cause measures to be taken to spray, apply insecticides or take other appropriate action as may be necessary to treat vines, other infested plants and areas in the city in order to exterminate and eradicate the infestation of grapeleaf skeletonizers. Where such infestation exists on private property, written notice shall be given to the owner, or person in control of such property, and thereupon the city manager is authorized to cause such plants to be sprayed or otherwise treated for such infestation. If an owner or person in control is not present on the premises to receive such written notice, the city manager is authorized to cause such plants to be sprayed or otherwise treated for such infestation without prior notice, and written notice that the spraying or treatment has occurred shall be posted on the property in a conspicuous place and mailed by certified mail, return receipt requested, to the owner of the property as indicated by the county assessor's records.
