2.76.010 - Establishment.¶
That there is created a youth and education commission ("youth commission") of, and for the city, which shall be composed of five members. Each city council member shall appoint one member and one alternate to the youth and education commission. All members shall be between the ages of fourteen and nineteen years of age at the time of appointment. An individual shall be eligible for appointment to the commission as long as he or she is a resident within the city at the time of his or her appointment and at all times during his or her term. Each member shall remain in good academic standing with their respective schools as defined by each school, and/or submit two letters of recommendations as a requirement of the application process.

2.76.015 - Alternate member.¶
A. The alternate shall, like regular members, attend the regular and special meetings of the commission. The alternate shall review staff reports and documents and otherwise prepare for such meetings. At such meetings, the alternate shall be identified for the record.
B. The alternate shall publicly announce any items on the agenda that he or she is disqualified from participating in because of a conflict of interest.
C. If, as a result of an absence of a regular member or an abstention because a regular member believes he or she has a conflict of interest at a regular or special meeting, the alternate shall move to the seat of a regular member, then the alternate shall participate as a regular member.
D. The qualifications, appointment, removal and other requirements applicable to the alternate shall be the same as those for regular members of the commission.

2.76.020 - Members—Terms.¶
The term of office for a member of the youth and education commission shall be as set forth in Section 2.30.050. In addition to the provisions of Section 2.30.050 governing the duration of a member's term, a youth and education commission member's term shall also immediately expire upon the member's reaching twenty-one years of age.

2.76.030 - Powers and duties.¶
The youth commission shall be for all purposes an advisory commission to the city council for matters relating specifically to youth. This includes activities orientated toward recreation and civic programs, and those activities that pertain to life issues, thus addressing leisure needs and creating awareness and improving quality of life for our youth.

2.76.040 - Meetings—Frequency—Place.¶
That the commission shall hold regular meetings, at least once per quarter, at the city hall at 1600 W. Beverly Boulevard, Montebello, California, and may hold such additional meetings at the place as it may deem necessary or expedient. Each commissioner shall attend other commission meetings and city council meetings on rotation basis as a method of gaining valuable insight to the functions of the government process.

2.76.050 - Meeting—Absence from.¶
A. If a member of the commission shall be absent from three consecutive regular meetings of the commission, without cause, the office of such member shall be deemed to be vacant. The secretary of the commission shall immediately inform the city council of such vacancy.
B. An absence due to illness or other unavoidable absence from a meeting shall be reported to the secretary of the commission in advance of such regular meeting, otherwise it shall be deemed an unexcused absence.

2.76.060 - Quorum—Officers.¶
A majority of the commission shall constitute a quorum for the purposes of transacting business. The commission shall annually select one of its members to act as chairperson and another to act as vice chairperson. The terms of office of both the chairperson and vice chairperson shall be for a period of one year.

2.76.070 - Records.¶
The secretary of the commission shall keep a record of all the proceedings, resolutions, findings, determinations and transactions of the commission, which record shall be filed with the city clerk.

2.76.080 - Advisory capacity.¶
Nothing in this chapter shall be construed as restricting or curtailing any of the powers of the city council, or as a delegation to the commission, of any of the authority or discretionary powers vested and imposed by law in the city council. The city council declares that the public interest, convenience, welfare and necessity require the appointment of a youth commission, to act in a purely advisory capacity to the city council, for the purposes herein enumerated.
