2.32.010 - Created.

A human services commission for the city is created.

2.32.020 - Purpose.

The human services commission shall be, for all purposes, an advisory commission to the city council for matters relating to senior citizens fifty years of age or older. In addition, this commission shall advise on matters relating to human services, which are those special activities basic to the life needs of the people. Examples include tutoring, graffiti abatement, food assistance, court referral programs, at-risk youth and counseling.

2.32.030 - Members—Number.

The commission shall consist of a total of seven voting members.

2.32.040 - Members—Appointment—Removal.

All members of the commission shall be appointed by the city council. An individual shall be eligible for appointment to the commission as long as he or she is a resident within the city at the time of his or her appointment and at all times during his or her term. Each member shall serve until his or her successor is appointed and qualified, or until he or she is removed from office, by not less than a majority vote of the total voting membership of the city council, without or without cause.

2.32.050 - Members—Terms.

Terms of office of each voting member of the commission shall be for a period of four years, except for the initial appointments, which shall be for the term, as follows:

A. Commission Office No. 1: two years;

B. Commission Office No. 2: two years;

C. Commission Office No. 3: four years;

D. Commission Office No. 4: four years;

E. Commission Office No. 5: four years.

2.32.060 - Compensation.

The commission shall receive such compensation, including but not limited to reasonable expenses, as may be approved from time to time by the city council.

2.32.070 - Duties.

The commission shall perform the following duties:

A. The commission shall, from time to time, make recommendations the city council for the conduct of various city programs in a manner so as to assist senior citizens; and

B. The commission shall conduct such studies and prepare reports, as may be requested from time to time of it by the city council, concerning the betterment, and/or implementation, of programs designed to assist the senior citizens residing within this community; and

C. Such other duties as may from time to time be directed by the city council.

2.32.080 - Meetings—Time and dates—Officers.

At its organizational meeting, the commission shall, by motion, establish its regular meeting times and dates. The commission shall meet not less than once per calendar month. At its organizational meeting, the commission shall elect one of its voting members as chairman and one of its voting members as vice chairman. The terms of office as chairman and vice chairman shall be set by the commission at its organizational meeting.

2.32.090 - Meetings—Absence from.

A. If a member of the commission shall be absent from three consecutive regular meetings of the commission, without cause, the office of such member shall be deemed to be vacant. The secretary of the commission shall immediately inform the city council of such vacancy.

B. An absence due to illness, an unavoidable absence from the city, or provided that written notice thereof is given to the secretary of the commission in advance of such regular meeting, shall be deemed absence for cause.

2.32.100 - Assistance—Recordkeeping.

The assistant city manager/community services and development shall supply secretarial assistance, and other staff persons, as may be reasonably necessary to assist the commission in the performance of its duties and functions. The commission shall keep such records of its proceedings as it may determine to be required.
