2.64.010 - Basic salary plan.¶
The council shall adopt, by resolution, a basic salary plan for all classified, part-time and temporary positions within the city.

2.64.020 - Rates explanation.¶
All rates shown in the basic salary plan, except hourly rates set forth in the second column, are expressed in dollars per month.

2.64.030 - Hiring rate.¶
New employees, and employees who are promoted, shall, except as hereinafter provided, be employed or promoted at the hiring step of the appropriate range for that classification or position. Employment at a higher step on the appropriate range is authorized only where there is difficulty in obtaining qualified personnel; or such is necessary by reason of the hiring of persons of unusual qualifications; or in a case of an employee where the employee is already receiving an amount equal to, or higher than, the hiring step at the range for that position or as further specified in the civil service rules. Such exceptions are authorized only when recommended by the appointing authority, and approved by the city manager.

2.64.040 - Step advancements.¶
An employee shall be eligible for a step advancement upon recommendation of his appointing authority, with the approval of the city manager.

2.64.050 - Actions taken by city manager—Reporting requirements.¶
All actions taken by the city manager, with reference to personnel, as described in Chapter 2.60 of this code shall be reported by him to the city council in writing.

2.64.060 - Basic salary plan—Rates shown constitute full payment for services rendered.¶
All rates shown in the basic salary plan are in full payment for services rendered. Where part of the compensation is in the form of board, lodging or other consideration, the reasonable value of such consideration shall be deducted from the applicable rate to determine the amount payable in cash. Reimbursement of expenses shall have no effect upon salary.

2.64.070 - Reductions.¶
Reductions in salary may be made at any time that an employee fails to maintain the standards outlined for pay at the step on which his salary is based. Reductions may be made to any step within the salary range which is appropriate to his level of performance. Reductions shall be made in the same manner as advancements are made.

2.64.080 - Computation of part-time pay.¶
The rates set forth in the basic salary plan are for normal full-time service. All payments for part-time, intermittent, short-term or extra employment shall be based upon the monthly salary rate for the position or classification computed at the equivalent hourly rate set forth in the basic salary plan, unless otherwise fixed and determined by resolution of the city council.

2.64.090 - Duty to fix salaries for each class.¶
The city council shall by resolution, fix salaries for each class of full-time positions in the classified service in the city.

2.64.100 - Present employees.¶
The city council shall fix and establish by resolution the step upon the appropriate salary range at which each present employee shall be paid, based upon merit and length of service, and each such employee shall be paid at such step on the range until changed as provided in this chapter.

2.64.110 - Council members.¶
The salary of each member of the city council is affixed and established at the sum of nine hundred seventy-five dollars per month, effective December 1, 2003; and the salary of each member of the city council is affixed and established at the sum of one thousand thirty-two dollar per month, effective December 1, 2004.

2.64.120 - City clerk.¶
The salary of the city clerk is affixed and established at the sum of six hundred ninety-five dollars per month, effective December 1, 1993.

The salary of the city treasurer is affixed and established at the sum of six hundred ninety-five dollars per month, effective December 1, 1993.

2.64.150 - Temporary assignment to positions of higher rank—Police department employees.¶
Any employee in a class or position of the police department temporarily acting in a position in a higher rank for more than ten consecutive working days shall, during the period in which such employee is acting in the higher rank, receive the same step in salary range to which he would be entitled were he promoted to that rank.

2.64.160 - Temporary assignment to positions of higher rank—Fire department employees.¶
Any employee in a class or position of the fire department temporarily acting in a position in a higher rank shall, during the period in which such acting in the higher rank, receive the same step in the salary range to which he would be entitled were he promoted to that rank; provided, however, there shall be no such temporary duty pay for the first one hundred forty-four hours of such temporary duty in any fiscal year.

2.64.170 - Temporary assignment to positions of higher rank—Miscellaneous nonmanagement employees.¶
Any nonmanagement miscellaneous employee in a class or position of the city temporarily acting in a position in a higher classification for more than ten consecutive working days shall, during the period in which such employee is acting in the higher classification, receive the same step in the salary range to which he would be entitled were he promoted to that classification.

2.64.180 - Reimbursement for damage to property.¶
Any employee who suffers damage to his uniform or other personal property in the scope of his employment shall be reimbursed for the damage upon certification of his appointing authority that such damage occurred in the course of his employ. Upon approval of such item by the city manager, the director of finance shall prepare a warrant in that amount payable to the employee suffering the damage, and the warrant shall be submitted to the city council for approval at its next regular council meeting.
