10.04.005 - When declared limits effective.¶
The prima facie speed limits declared in this chapter are, and shall be, effective when appropriate signs giving notice thereof are erected upon the designated street or highway or portion thereof.

10.04.010 - Authority to post signs.¶
The enactment of any section of this chapter wherein the local speed limit is increased or decreased is, and shall be, the authority of the director of roads of the county to erect, place and maintain appropriate signs giving notice of the prima facie speed limit declared in such section upon the street or highway or portion therein designated.

10.04.015 - Determinations—Decrease of local speed limits.¶
In each of the following sections wherein the local speed limit has been decreased upon a designated street or highway or portion thereof where a greater speed limit is presently fixed under the Vehicle Code of California or under an ordinance of the county has determined, and does determine, upon the basis of an engineering and traffic survey, that the greater speed limit as presently so fixed is more than is reasonable or safe upon such designated street or highway or portion thereof, and that the prima facie speed limit declared in each such section is the most appropriate to facilitate the orderly movement of traffic and is reasonable and safe upon such designated street or highway or portion thereof.

10.04.020 - Determinations—Increase of local speed limits.¶
In each of the following sections wherein the local speed limit has been increased upon a designated street or highway or portion thereof where a lesser speed limit is presently fixed under the Vehicle Code of California or under an ordinance of the county, the board of supervisors of the county has determined and does determine, upon the basis of an engineering and traffic survey, that a speed greater than such lesser speed limit as presently so fixed would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon such designated street or highway or portion thereof, and that the prima facie speed limit declared in each such section is the most reasonable and safe upon such designated street or highway or portion thereof.

10.04.025 - Declaration of speed limits.¶
The prima facie speed limit upon the street or highways or portions thereof hereinafter designated in this chapter shall be, and is hereby declared to be, as in the respective sections set forth in this chapter following.

10.04.026 - Establishing speed limits on interior public access roads within county…¶
Upon the public access roads on the Kern County landfills and transfer stations, between the entrance gate and the dumping area, the prima facie speed limit is fifteen (15) miles per hour.
