2.16.010 - Purpose.

This chapter is enacted pursuant to Section 36516 of the Government Code authorizing the council to provide by ordinance that each member of the council shall receive a prescribed salary the amount of which is based upon the population of the city as determined by estimates made by the state department of finance.

2.16.020 - Population.

As of the date of passage of the ordinance codified in this chapter, the latest estimate of population of the city made by the department of finance is approximately seventeen thousand two hundred sixteen.

2.16.030 - Council salaries designated.

Each of the city council members, effective upon the beginning of a new term of office by any of them following this election, receive as compensation, for their service as such council members the sum of nine hundred fifty dollars per month as authorized by Government Code Section 36516; which shall be payable from and after the operative date of the ordinance codified in this chapter, at the same time and in the same manner as the salaries are paid to other officers and employees of the city.

2.16.040 - Council salary increase or decrease.

(A) Following any new and later estimate of population made by the department of finance placing the city in a population group other than that set forth in Section 2.16.020, and unless modified by the affirmative vote of the majority of the electors of the city voting at any municipal election, the salary payable to each member of the council shall be increased or decreased accordingly to equal the sum prescribed for that population group in Section 36516 of the Government Code.

(B) The salary payable to each member of the council may be increased in an amount not to exceed the greater of the following two conditions:

(1) An amount equal to five percent for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted.

(2) An amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed ten percent for each calendar year.

(C) The salary as so increased or decreased shall become payable only on and after the date upon which one or more members of the council becomes eligible therefor by virtue of beginning a new term of office following the next succeeding municipal election held in the city.

2.16.050 - Reimbursements.

The salaries prescribed herein are and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him in the performance of official duties for the city.

2.16.060 - Operative date of this chapter.

The salary provided for by this chapter shall become payable, as to all council members, only on and after the date upon which one or more members of the council become eligible for the salary prescribed in this chapter by virtue of beginning a new term of office following the municipal election next succeeding its effective date, provided, however, that if at the municipal election, by a proposition submitted to the electors, a salary in a different amount than that specified in Section 2.16.030, is approved by the affirmative vote of the majority of the electors of the city then voting, then the salary provided for by this chapter shall be in the amount specified in such proposition.
