2.05.010 - Office established—Appointment—Removal procedure.

The office of director of finance is established. The director of finance shall be appointed by the city manager solely on the basis of the executive and administrative qualifications of the appointed director of finance and shall hold office until removed therefrom by the city manager.

In case of his intended removal the director of finance shall be furnished with a written notice stating the city manager's intention to remove him, and the reasons therefor, at least thirty days before the effective date of his removal. (Ord. 434 § 1 (part), 1972)

2.05.020 - Duties—Powers.

The director of finance shall, subject to the supervision of the city manager, have all the powers and duties prescribed for the city clerk by the provisions of Title 4, Division 3, Part 2, Chapter 4, of the Government Code. Those duties are, in particular: To countersign a warrant or warrants upon the city treasurer, drawn by the mayor upon allowance of a demand or approval of the register of audited demands, pursuant to Section 37203, Government Code; to endorse upon orders or demands for funds "not approved for want of funds," pursuant to Section 37204, Government Code; to number the said endorsement, register the order or demand in his records and deliver it to the claimant or his order, as prescribed in Section 37205, Government Code; to certify or approve payrolls or attendance records not subject to approval or certification by the department heads, pursuant to Section 37207, Government Code. Additionally, the director of finance shall have and exercise the powers and duties of the city clerk as prescribed in Title 4, Division 3, Part 3, Chapter 2 of the Government Code and particularly: To act as the accounting officer of the city and to maintain records readily reflecting the financial condition of the city, pursuant to Section 40802, Government Code; to cause a summary of the city's financial report required by Section 53891, in a form prescribed by the State Controller, to be published once in a newspaper of general circulation, pursuant to Title 1, Division 7, Chapter 1, Article 1 of the Government Code and, if there is no such newspaper, he shall cause copies of this statement to be posted in three places in the city designated by ordinance as the places for posting of public notices, pursuant to the provision of Section 40804, Government Code; to publish or post said report not later than one hundred twenty days after the close of the fiscal year for which the report is compiled, pursuant to the provisions of Section 40805, Government Code; and further to perform such additional duties as are prescribed by ordinance. The director of finance shall further possess the duty and exercise the power: To recommend to the city manager for reference to the council such financial measures and ordinances as he deems necessary or expedient; to assist the city manager in informing the city council at all times as to the financial condition and needs of the city; to assist the city manager and to prepare and submit to the city council the annual budget; to assist the city manager to prepare and recommend to the city council a salary plan; to purchase all supplies for all city departments or divisions thereof, subject to the direction of the city manager; and to perform such other duties and exercise such other powers as may be required of him or given to him by the city manager. 2.05.030 - Salary.

The director of finance shall receive such salary as the city council shall from time to time determine and fix by resolution or motion. (Ord. 434 § 1 (part), 1972)
