11.68.010 - Permit-parking areas—Criteria for establishment.¶
A. This chapter sets forth procedures, pursuant to the applicable provisions of the Vehicle Code, for the establishment of permit-parking in residential areas of the city.
B. In determining whether an area identified as eligible for permit-parking may be designated as a permit-parking area by the council, the following criteria shall be considered:
The extent of the desire and need of the residents for permit-parking and their willingness to bear the costs associated therewith;
The extent to which legal on-street parking spaces are occupied by motor vehicles during the period or periods proposed for parking restriction;
The extent to which vehicles parking in the area during the period or periods proposed for parking restriction are vehicles belonging to nonresidents rather than residents;
The extent to which motor vehicles registered to residents in the area cannot be accommodated by the number of available off-street parking spaces; and
The location and number of spaces available as alternative parking locations for vehicles of nonresidents which are to be displaced in the proposed permit-parking area.
C. Any area satisfying the criteria set forth in this chapter may be considered for designation as a permit-parking area. Permit-parking areas may be designated by council resolution. The resolution shall state the applicable time limitations and the periods of each days of the week for its application. The resolution may also allow motor vehicles displaying a valid parking permit to stand or park without limitation as to parking time restrictions.
D. The designation process and criteria provided by this chapter shall also be utilized by the city council in determining whether to remove or modify the designation of an area as a permit parking area.

11.68.020 - Resident parking permits.¶
A. General. The finance department is responsible for issuance of parking permits to residents in a permit-parking area designated in accordance with Section 11.68.010.
B. Number Limit. One permit shall be allowed for each vehicle registered at a residence within the designated area. In no case, however, shall more than four permits be issued for one housing unit.
C. Issuance. The finance director shall either grant or deny a parking permit within ten working days from receiving a valid application. If the permit is granted, it shall be issued in accordance with this chapter, and is valid for the period of time established in the resolution creating the permit area. If the permit is denied, the written reasons for the denial shall be provided to the applicant, in person or by mail, within five days of the date of such denial.
D. Fee. The fee for a permit for each registered vehicle is that established in the city's master fee schedule. The fee is nonrefundable.
E. Display. The permit shall be displayed as a decal affixed to the left rear bumper of the vehicle, or to the rear fender of any two-wheeled vehicle, for which it has been issued.
F. Record. The finance department shall maintain a record of the number of parking permits issued to each location, the names of permit holders, the license numbers of vehicles for which a permit has been issued, the number of the permit, and a notation of the documents checked to establish residence and vehicle ownership.
G. Revocation. The finance department may revoke the parking permit of any person known to no longer be eligible for a permit. Written notice shall be given to the permit holder of the revocation and the reasons therefor. Upon receipt of such notice the permit shall be removed from the individual vehicle.

11.68.030 - Guest parking permits.¶
A. The finance department may issue one guest parking permit per resident in a designated permit-parking area upon receipt of a completed application for a guest permit. The application shall set forth evidence of the applicant's residency within a designated permit-parking area, and it shall be accompanied by the application fee prescribed by the city's master fee schedule.
B. The guest parking permit shall be a placard which shall be displayed on the dashboard of the guest's vehicle.
C. The guest parking permit shall be valid for a period of fourteen consecutive days. The first and last day of the permit shall be written upon it, together with the license plate number of the guest's vehicle. There is no restriction on the number of times a guest parking permit may be obtained.
D. The finance department shall maintain a record of the number of guest parking permits issued to each residence within a designated permit-parking area.

11.68.040 - Area posting.¶
Upon the designation of an area as a permit-parking area, the city engineer shall have appropriate signs erected and maintained in the area.

11.68.050 - Violations designated.¶
A. Parking. No person shall stand or park a motor vehicle, without a valid permit properly displayed, on a street within a permit-parking area for more than four hours during the effective times and days of the permit-parking area.
B. False Information. No person shall falsely represent himself as eligible for a parking permit, or shall furnish false information in an application for a permit.
C. Wrong Vehicle. No person shall use or display, or allow the use or display, of a valid parking permit on a motor vehicle other than that for which the permit was issued.
D. False Copy. No person shall copy, reproduce or otherwise make a facsimile or counterfeit parking permit.
E. False Display. No person shall knowingly use or display a facsimile or counterfeit parking permit in order to evade time limitations on parking applicable in the permit-parking area.
F. Sold Vehicle. No person shall sell or otherwise dispose of a vehicle with a parking permit without destroying that permit, and no subsequent owner of said vehicle shall use a permit issued to a previous owner.
G. Other. No person shall knowingly commit any act prohibited by this chapter, or aid or abet another to do so.

11.68.060 - Exemptions.¶
A. Initial Ten-Day Grace Period. Restrictions, requirements and prohibitions otherwise applicable hereunder shall not be operative during the fist ten calendar days after the day when notice signs have been erected, as shown in the records of the city manager.
B. Emergency Vehicles. Emergency vehicles, including but not limited to ambulances, fire engines, or police vehicles, are not restricted hereunder while providing emergency or official service to a property in a permit-parking area.
C. Service Vehicle. Delivery, utility or service vehicles are not restricted hereunder while providing service to property in a permit-parking area, if each such vehicle is identified on its exterior as a commercial, utility or service vehicle.
D. Disabled and Handicapped. Any vehicle identified as used by a disabled or handicapped person meeting the requirements of the Vehicle Code is not restricted hereunder.
