11.08.010 - City engineer—Duties.¶
It shall be the duty of the city engineer to:
A. Determine the installation, proper timing and maintenance of traffic control devices and signals;
B. Conduct engineering analysis of traffic accidents and devise remedial measures;
C. Conduct engineering investigation of traffic conditions;
D. Cooperate with other city officials in the development of ways and means to improve traffic conditions;
E. Perform such other duties under this title as may be required by the city manager.

11.08.020 - Police and fire departments.¶
A. It shall be one of the duties of police officers to enforce all traffic laws of the city and all state vehicle laws.
B. Police officers are authorized to direct all traffic in conformance with traffic laws; provided that in the event of a fire or other emergency, in order to expedite traffic or to safeguard pedestrians, police officers may direct traffic as conditions may require, notwithstanding the provisions of traffic laws.
C. Members of the fire department, when at the scene of a fire, may direct traffic or assist police officers in directing traffic in the immediate vicinity or in any part of the city where a fire engine is deployed.
D. No person other than a police officer, or a person authorized by the police chief, or a person authorized by law, shall direct or attempt to direct traffic, except that any person may operate any mechanical push-button signal erected by order of the city engineer.

11.08.030 - Excavation safeguards.¶
No excavation or obstruction of a street, parkway or sidewalk shall be left unprotected.
Excavations or obstructions of these areas shall be protected by barriers, signs or lanterns of type and number as approved by the city engineer.

11.08.040 - Review of changes.¶
All recommended installations, changes or removal of street signs, signals, and street or curb markings, shall be reviewed by the police chief and the city engineer before final adoption thereof.
