11.16.010 - Installation authority.

A. The city engineer shall be responsible for the physical placement and maintenance of official traffic control devices. He or she shall be responsible for the physical removal, relocation or discontinuance of the operation of the traffic control devices when the conditions which warranted or required their installation no longer exist, or when the traffic control devices are not otherwise required by the Vehicle Code or this chapter.

B. Whenever the Vehicle Code requires that traffic control devices be installed, the city engineer is authorized to install them.

C. Whenever the city engineer installs traffic control devices pursuant to subsections A or B of this section, he or she shall also erect and maintain, at any affected intersection, street name signs visible to the flow of traffic, unless such signs have previously been placed and are maintained at each such intersection.

D. It is unlawful for any person, without express authority from the city, to erect or install traffic control devices.

11.16.020 - Signs required for enforcement.

No provision of the Vehicle Code or of this title for which signs are required shall be enforced against an alleged violator unless such signs are in place and sufficiently legible to be seen by an ordinarily observant person.

11.16.030 - Obedience required.

Subject to the exception granted the driver of an authorized emergency vehicle when responding to emergency calls, the driver of any vehicle shall obey the instructions of any official traffic control device placed in accordance with this title, unless otherwise directed by a police officer.

11.16.040 - Signal installation and location.

A. The city engineer, upon consideration of the directives for traffic control devices adopted by council resolution, traffic counts, field observation, and other pertinent information, may recommend locations for the installation of traffic signals to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.

B. The city engineer shall install and maintain traffic signals at those intersections and other places identified by council resolution.

11.16.050 - Lane markings.

The city engineer is authorized to mark centerlines and lanelines upon roadways to indicate the course to be traveled by vehicles, and to place signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the roadway. When the authorized signs have been placed designating off-center traffic lanes, no person shall disobey the instructions given by such signs.

11.16.060 - Hours of operation.

The city engineer shall determine the hours and days during which any traffic control device shall be in operation or be in effect, except in those cases where such hours or days are specified in this title.

11.16.070 - Unauthorized coloring of curbs.

It is unlawful for any person, without authority from the city, to paint or color any curb in the city in a manner which resembles lawful parking regulations.
