11.12.010 - School crossings or other places.

It shall be the duty of any person appointed by the police chief for such purpose, to control traffic at school crossings or other designated places. It is unlawful for any person, at any school crossing or other designated place, to refuse or fail to comply with any order, signal or direction of any person appointed by the police chief to control traffic at any such location. It is unlawful for any minor to direct or attempt to direct traffic unless authorized to do so by order of the police chief. Each person appointed by the police chief pursuant to this section shall visibly wear some insignia indicating such appointment.

11.12.020 - Obstruction or interference with officers.

No person shall wilfully fail or refuse to comply with the lawful order of any authorized officer of the city, while directing traffic. Nor shall any person interfere with or obstruct any city employee in the enforcement of the provisions of this chapter by removing, obliterating or concealing any chalk marks or other distinguishing marks used in enforcing this title. No person shall use markings, warnings, signs or any other means, to inform the public that a radar unit is operating. No person shall interfere or obstruct any police officer, or any other employee or official of the city, from enforcing the provisions of this title.

11.12.040 - Applicability.

The provisions of this title shall apply to the driver of any vehicle, regardless of ownership. It is unlawful for any driver to violate any of the provisions of this title except as otherwise permitted in this title or by state law.

11.12.050 - Exemption of certain vehicles.

A. The provisions of this title regulating the operation, parking and standing of vehicles shall not apply to any vehicle of the police or fire departments, or to any public or private ambulance, or to any public utility vehicle, when any of the foregoing vehicles is operated in the manner specified in the Vehicle Code in response to an emergency call.

B. The foregoing exemption shall not protect the driver of any vehicle from the consequences of wilful disregard for the safety of others.

C. The provisions of this title regulating the parking or standing of vehicles shall not apply to any vehicle of the city or a public utility while used for construction or repair work, or any vehicle owned by the United States Postal Service while in use for the collection, transportation or delivery of the United States mail.
