2.66.010 - Establishment of reserve Police Officer corps.¶
A reserve Police Officer corps (the "reserve corps") is hereby established to perform such duties as are described in this chapter.

2.66.020 - Appointment of members.¶
The Chief of Police Shall appoint the members of the reserve corps, who are hereinafter called "reserve Police Officer," subject to Approval by the City Manager as authorized by the City Council. Applications for appointment to the position of reserve Police Officer Shall be made in writing on one or more forms provided by the City of Colton.

2.66.030 - Requirements for appointment.¶
Applicants for the position of reserve Police Officer Shall be required to meet the minimum standards for appointment as determined by the City of Colton, human resources Department (the "Department") and the State of California Commission on Peace Officer Standards and Training (POST), and Section 832.6(a)(1) of the Penal Code.

2.66.040 - Oath of office.¶
No Person Shall become a reserve Police Officer until he or she has taken an Oath to observe and obey the Constitution of the United States and of the State of California, and the Laws of this Nation, State, and Local jurisdictions, and faithfully perform the duties required of a reserve Police Officer.

2.66.050 - Powers and duties.¶
A. The powers and duties of a reserve Police Officer are subject at all tames to the direction, supervision, and control of the Chief of Police or his or her Designee for the purpose of assisting the Department.
B. In accordance with the provisions of Section 830.6(a)(2) of the California Penal Code each reserve Police Officer Shall have the powers and duties of a peace officer as provided by Section 830.1 of the Penal Code.
C. Every reserve officer Shall become familiar with and be governed by all rules and regulations as established by the Chief of Police or his or her Designee. These May include but are not limited to, training standards, minimum duty requirements, and monthly meeting attendance.

2.66.060 - Identification and Uniform¶
All equipment and identification issued by the Police Department remains the Property of the Department and Shall be surrendered upon request by any duly authorized agent of the Department. A reserve Police Officer Shall not wear or possess any Department-issued equipment, and Shall not identify himself or herself as a member of the Colton Police Department, unless the identification is made as Part of or in connection with the reserve Police Officer's performance of official duties for the Department.

2.66.070 - Volunteer status.¶
Reserve Police Officers serve as volunteers for the Department and Shall receive no compensation or benefits. They Shall not be subject to, nor Shall they acquire, the status or rights of Employees of the Department, except as otherwise required by Law. Reserve Police Officers Shall not be entitled to the rights and privileges provided to regular salaried officers by Section 3300 of the Government Code, also known as the "Public Safety Officers Procedural Bill of Rights Act."

2.66.080 - Disability payments and death benefits.¶
Notwithstanding Section 2.66.070 of this chapter, the City Council acknowledges the applicability to reserve Police Officers of Section 3362.5 of the Labor Code, which presently provides that reserve Police Officers are Employees for purposes of workers' compensation while on duty, and Section 4458.2 of the Labor Code, which governs the calculation of disability payments for injured reserve Police Officers.

2.66.090 - Removal from assignment—Resignation.¶
A. All reserve Police Officers serve at the pleasure of the Chief of Police, who Shall have the authority to summarily dismiss any reserve Police Officer at any time regardless of cause or reason.
B. Without limiting the authority of the Chief of Police to summarily dismiss any reserve Police Officer at any time without cause, any reserve Police Officer who (i) fails to adhere to the rules and regulations as established by the Chief of Police or his or her Designee; or (ii) attempts to Use his or her identification or association with the reserve corps to evade arrest or receipt of a citation, to evade compliance with any valid Law or regulation, or for the purpose of seeking private gain of any sort, Shall be summarily dismissed by the Chief of Police.
C. Any reserve Police Officer May resign from the reserve corps at any time upon giving a Written or verbal resignation to the Chief of Police or his or her Designee.
