2.20.010 - Membership.¶
The Fire Department Shall consist of a Fire Chief, an Assistant Chief and as many other officers and firemen as May be deemed necessary for the effective operation of the Department.

2.20.020 - Fire Chief—Appointment—Qualifications.¶
The Fire Chief Shall be the Chief Executive Officer of the Fire Department and Shall be appointed by the City Manager and confirmed by the City Council for an indefinite period of time and with tenure of office depending upon his good conduct and efficiency in accordance with existing civil service regulations. He Shall be technically qualified through training and experience and have the ability to command men.

2.20.030 - Fire Chief—Officers and firemen—Appointment.¶
The Fire Chief, in accordance with civil service regulations, Shall appoint all of the officers and firemen. Such appointments Shall be, insofar as possible, Following fair and impartial competitive examination. All officers Shall be accountable to the Fire Chief or his Representative.

2.20.040 - Fire Chief—Member removal authority.¶
The Fire Chief Shall strictly carry out the enforcement of rules and regulations of the Department as referred to in Section 2.20.080 and is authorized to suspend or remove from service any officer or fireman as provided in the Ordinances and regulations governing civil service and the Department.

2.20.050 - Fire Chief—Annual report.¶
The Fire Chief Shall be responsible to the City Manager, and Shall, on or before July 1st in each Year, submit to him a tentative budget for his Department and Shall make a complete annual report and such other reports as May be required concerning the Fire Department in general giving suggestions and recommendations for major Improvements and listing other data so as to maintain a Complete Record of the activities of the Department.

2.20.060 - Premises to Permit reoccupancy.¶
All Premises on which fires occur Shall be left in a condition which will most readily Permit reoccupancy. Such Premises Shall also be left in such condition that they will not rekindle or cause further damage to life or Property.

2.20.070 - Fire Chief—Inspection authority.¶
The Fire Chief and his duly appointed Representatives are authorized, empowered and required to inspect from time to time, but not less frequently than twice Yearly, all Buildings and Premises other than Dwellings and to order such changes or eliminations of Hazardous conditions as May exist in Violation of the City fire prevention Ordinances. For the purpose of inspection, the Fire Chief and his Representative or either of them are empowered to enter any and all Buildings and Premises at any reasonable hour.

2.20.080 - Fire Chief—Rules and regulations maintenance and enforcement.¶
The Fire Chief Shall maintain and enforce an up-to-date comprehensive set of rules and regulations governing the discipline, training and operation of the Fire Department. Such rules, regulations and any deletions, changes or additions Shall be effective when Approved by and filed with the City Council.

2.20.090 - Apparatus—Alarm System provided.¶
The Fire Department Shall be equipped with such apparatus and other fire fighting equipment as May be required to maintain its efficiency. Suitable arrangements and equipment Shall be provided for citizens to turn in an alarm of fire and for notifying all members of the Department so that they May promptly respond.

2.20.100 - Fire Chief—Drills—First aid instruction.¶
The Fire Chief Shall at least twice each Month provide for suitable drills covering the operation and handling of all equipment essential for efficient Department operation. In addition, he Shall provide at least two times per Month instruction in first aid, water supplies and other related subjects generally considered essential to good firemanship.
