A recreation and Parks Commission is created in and for the City.

2.36.040 - Chairman and officers' appointment—Secretary.

The members of the Commission Shall organize and choose one of their members as its chairman and elect any other officers that they deem necessary. A secretary and other assistants need not necessarily be members of the Commission.

2.36.050 - Director—Appointment—Duties.

With the recommendation of the Commission, the City Manager Shall appoint a Director of Recreation and Parks, who, subject to administrative determination of policy, Shall plan, formulate, coordinate and direct the program of recreation facilities and activities and Shall direct the Development and maintenance of the Park, Parkway, Street trees and recreation areas and Shall do related work as required.

2.36.060 - Powers and duties.

The Recreation and Parks Commission Shall have the power and duty to:

A. Recommend the policies to be adopted and enforced for operation, Use and management of all recreation activities, facilities, Parks, Parkways and Street trees;

B. Assist in drafting and submitting to the City Manager an annual budget for recreation, Parks, Parkways, Street trees, Incidental and related purposes, including a long-range Capital Improvement program for recreation and Park services;

C. Assist in the planning of recreation and Parks programs for the inhabitants of the City, promote and stimulate public interest therein and to that end solicit to the fullest extent possible the cooperation of School authorities and other public and private agencies interested therein and aid in coordinating the recreation services with other programs of other governmental agencies and voluntary organizations;

D. Recommend policies for the acquisition, Development and Improvement of Parks and playgrounds;

E. Make appraisals of the effectiveness of the recreation and Parks program;

F. Interpret the policies and functions of the recreation Department to the public and interpret the needs of the public to the Council.
