2.17.010 - Office created.

The Office of Finance Director of the City of Colton is hereby created and established. The Finance Director Shall be appointed by the City Manager and Shall serve at the will and pleasure of the City Manager in accordance with the provisions of Section 2.16.070 of this Code.

2.17.020 - Powers and duties.

The Finance Director Shall, under the supervision of the City Manager, perform the Following duties:

A. Plan, direct and maintain the accounting and auditing activities for the City government and each of its offices, Departments and agencies;

B. Supervise and be responsible for the preparation of all vouchers and warrants for the disbursement of all public monies and have control over all expenditures to insure that budget appropriations are not exceeded;

C. Assist the City Manager in preparing a proposed budget of the City for the ensuring fiscal Year;

D. Require reports of the receipts and disbursements from each receiving and expending agency of the City government to be made daily or at such intervals as he May require;

E. Submit to the City Manager a Monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the City; and submit to the City Manager and City Council as of the end of each fiscal Year, a complete financial statement and report for the Preceding Year; including opening and closing fund balances in the City Treasury;

F. Supervise the keeping of current inventories of all Property of the City;

G. Estimate, plan and program the City's financial activities;

H. Such other powers and duties as May be imposed by Ordinance or Resolution of the City Council or as the City Manager May determine including, but not limited to, Property management purchasing and collection.

2.17.030 - Eligibility.

Residence in the City at the time of appointment of the Finance Director Shall not be required as a condition of appointment.

The Finance Director Must be a citizen of the United States, not less than twenty-five Years of age and have a combination of professional experience and training in municipal finance and accounting.

2.17.040 - Transfer of duties.

In accordance with Section 40805.5 of the Government Code, the finance and accounting duties imposed upon the City Clerk by Sections 40802 through 40805 of the Government Code of the State of California are hereby transferred to the Finance Director. In accordance with Section 37209 of the Government Code, the finance and accounting duties imposed upon the City Clerk by Article 1, Chapter 4 of Part 2 of Division 3 of the Government Code are hereby transferred to the Finance Director.

2.17.050 - Department created.

A Finance Department is hereby created which Shall be under the direction and control of the Finance Director, subject to the general administrative direction of the City Manager. The Finance Director, subject to the Approval of the City Manager, Shall organize and maintain such divisions in said Department as, in his judgment, the operation May require, and Shall be responsible for the general supervision and control of all divisions of said Department.
