11.48.010 - Vehicle propelled by internal combustion engines.¶
For the purposes of this chapter, "vehicles propelled by internal combustion engines" means any vehicle designed as its principal function to carry an operator, which vehicle has two wheels or more which are designed to operate in contact with the ground, the basic purpose of which vehicle is to provide transportation for one or more persons, and which vehicle is propelled or derives its source of power from an internal combustion engine.

11.48.020 - Operation on private property without permission prohibited.¶
No person shall operate any vehicle propelled by an internal combustion engine on private property without the prior express consent of the owner and person in lawful possession of the real property. Upon demand to leave given to the operator of any such vehicle by the owner, or authorized representative of the owner, or person in lawful possession of the real property, no person to whom such demand is addressed shall thereafter operate a motor vehicle as described in this chapter on such private property except as is necessary to immediately quit the said property by the shortest route and time reasonably available.

11.48.030 - Equipment and noise control.¶
A. No person shall operate any vehicle propelled by an internal combustion engine on private property within the city without a United States Forestry Service-approved or state-approved spark arrestor or a noise-muffling device approved by the state.
B. No person shall operate any vehicle propelled by an internal combustion engine on private property within three hundred feet of the exterior boundaries on any residential property, except where reasonably necessary upon his own property or property of others over which a lawful easement right is owned for purposes of ingress or egress.
C. No person shall operate within the city any vehicle propelled by an internal combustion engine beyond three hundred feet of the exterior boundary of any residential property, whether on his own property or that of others with equipment on such vehicle, or in such a manner, that the volume of the exhaust, sound, or motor noise is audible to the extent that such noise volume is so loud, raucous, or jarring as to be disturbing or a nuisance to the peace or quiet of any adjacent neighborhood or a person residing in an adjacent neighborhood or conducting a lawful business therein. There shall be a rebuttable presumption of compliance with the equipment requirements of this subsection if the vehicle is determined to be in compliance with the provisions of subsection A of this section.

11.48.040 - Operating motor vehicles on vacant property and parking lots.¶
Any person who operates a motorcycle, trail bike, minibike, dune buggy, motor scooter, jeep or other motor-driven vehicle on any vacant lot, parking lot, railroad tracks, railroad right-of-way, or railroad property adjacent to the right-of-way, vacant property or acreage within the city and disturbs the peace or quiet of any neighborhood or person by noise, dust, smoke, or fumes caused by such vehicle is guilty of a misdemeanor.

11.48.050 - Bicycle paths.¶
No person shall drive or operate any motor vehicle, as defined by the Vehicle Code of the state, upon any public property, right-of-way or easement designated by the city council as a bicycle path. It is the intention and purpose of the city council that paths established and designated as bicycle paths be used primarily for the purpose of operation thereon of bicycles as the same are defined in Section 21200 of the Vehicle Code of the state.
