11.28.010 - Damage to street.

No person shall ride, drive or drag or cause to be ridden, driven or dragged, any unlicensed vehicle, tractor, sled or implement over, along or across any street or the improved shoulder of any street in such a manner as to cause injury or damage to such street or improved shoulder.

11.28.020 - Injury to markings.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or any pavement under construction or any freshly painted markings upon any public highways when a barrier or sign is in place warning persons not to drive over or across such pavement or markings, or when a sign is in place stating that the street or road is closed.

11.28.030 - Advertising.

No person shall paint, post, attach or affix any handbill, dodger, notice, sign or advertisement upon or to any bridge, fence, building or other property belonging to the city, or any tree situated in any public highway, and it is unlawful for any person to deface, mar or discolor any bridge, fence, building or other structure belonging to the city or any tree situated in any public highway in the city by painting, cutting, scratching or breaking the same or attaching or affixing anything thereto and it is unlawful for any person to erect, construct, place or maintain any sign, billboard sign or advertisement in, over or on any public highway.

11.28.040 - Warning signs exempted.

Nothing in Section 11.28.030 shall be construed to prohibit erection or placing in any highway of mileposts, mile boards, guideposts or guide boards, or the painting, posting, attaching or affixing of warning signs, notices or sign boards upon bridges, fences, buildings or other structures belonging to the city with permission of the city council.

11.28.050 - Decorations exempted.

Nothing in Section 11.28.030 shall be construed as prohibiting the use of decorations or temporary banners used during times of general celebration, nor as prohibiting the use of banners stretched across the public highway for a period not to exceed fifteen days when a permit for the use of such decorations is given by the city council and the installation is approved by the director of public works.

11.28.060 - Vehicles carrying trash.

Except as provided in Section 11.28.070, every vehicle carrying trash upon a highway shall be covered with a cover sufficient to prevent any material from falling or being blown from such vehicle.

11.28.070 - Exception.

When traveling from house to house or from place to place to pick up material, vehicles used in collecting trash or garbage need not be covered so long as the distance between such stops for loading is not more than one-half mile.

11.28.080 - Repairing of vehicles.

No person shall repair or modify any vehicle or install any part or accessory on any vehicle or such vehicles on any public highway, street or alley; provided, however, that such repairs to any vehicle so located may be made whenever the mechanical condition of such vehicle is such that it cannot be moved from the public highway, street or alley without such emergency repairs.
