Sec. 2.33. - Established—Term of office.¶
A recreation commission consisting of seven members is hereby established for the city of Brawley. The members thereof shall be appointed by the city council. The first commission appointed shall at its first meeting so classify its members by lot so that one shall serve for one year, three shall serve for two years, and three shall serve for three years. At the expiration of each of the terms above provided for, a successor shall be appointed by the city council for a term of three years.
The Youth Advisory Board established by Resolution No. 3566 adopted on March 1, 1982 is incorporated as part of the recreation commission, and shall act in an advisory capacity on various subjects relating to youth activities. All other rules, regulations, duties and responsibilities shall be as stated in Resolution No. 3566 establishing said board.

Sec. 2.34. - Membership—Appointment.¶
The Brawley Union High School and the Brawley School District shall each be requested to nominate one person to be appointed to the recreation commission. The other five members shall be selected from the public at large. The city manager of the city of Brawley shall be an ex officio member of the commission.

Sec. 2.35. - Vacancies.¶
If any member of the commission recommended by either of the school districts ceases to hold office, the respective school district shall be requested to nominate a successor for appointment to the commission by the city council.

Sec. 2.36. - Meetings—Rules of conduct—Quorum.¶
The recreation commission shall hold at least one regular meeting in each calendar month, the date and time of such meeting to be fixed by the commission. The commission is empowered to make rules and regulations for its conduct and operation not inconsistent with law and shall fix the manner for holding special meetings and giving notice thereof. A majority of the commission shall constitute a quorum for the transaction of business.

Sec. 2.37. - Officers—Election.¶
The officers of the recreation commission shall be a chairman, a vice-chairman and a secretary, all of whom shall be elected by the members of the commission. Their duties shall be such respectively as usually carried out by such officers. The officers of the commission shall hold office for one year or until their successors are elected.

Sec. 2.38. - Duties—Responsibilities.¶
The duties and responsibilities of the recreation commission shall be as follows:
(a) To act in an advisory capacity to the city council and city manager in all matters pertaining to parks, public recreation and all other associated activities as prescribed by other ordinances or by city council action; and to cooperate with other governmental agencies and civic groups in the advancement of sound park and recreational planning and programming;
(b) To formulate recommendations on recreation services for approval by the city council;
(c) To advise the city council and the city manager as to desired minimum qualifications for the position of director of parks and recreation;
(d) To advise the director of parks and recreation on problems of recreation areas, facilities, programs and improved recreation services;
(e) To report fully through the director of parks and recreation to the public all the activities of the recreation department at least once each year and at such other times as may be requested by the city council or the city manager;
(f) To make such investigations in the general field of recreation and park development as requested by the city council, city manager or as deemed advisable by the commission and to report the findings and recommendations to the city council through the city manager.
