Sec. 17B.1. - User fee.¶
Each operator who wishes to use an airport loading pad shall pay an annual calendar year user fee to be established by resolution of the city council. Said fee shall be paid in advance and there will be no partial year or prorated billings.

Sec. 17B.2. - Pad assignment.¶
Upon payment of the user fee, the operator will receive a pad assignment and written authorization for pad use together with a key for access to the airport.

Sec. 17B.3. - Rules and use of airport pad.¶
An operator causing a spilling material of any sort shall immediately clean and properly dispose of such material.

Sec. 17B.4. - Penalties.¶
In addition to any penalty provided for by law, any operator using the airport pad without prior written authorization will, upon application for use of an airport pad, be required to pay an amount equal to the yearly fee plus the fee for that calendar year.

Sec. 17B.5. - Sole use.¶
An operator may utilize only that pad for which it has received written authorization. A pad may be used only by the operator for whom written authorization has been issued. Notwithstanding such restriction, an authorized operator may permit a subcontractor on a particular job to utilize the pad for a limited term not to exceed fourteen days per calendar year upon written authorization of the airport manager. The operator shall provide copies of such documents as may be requested by the airport manager to establish temporary subcontracted work.
