Sec. 17A.1. - Purpose.¶
The purpose of this chapter is to further the public interest, welfare and safety by providing for the protection and promotion of safety in the operation of aircraft over and on the Brawley municipal airport.

Sec. 17A.2. - Definitions.¶
For the purpose of this chapter, certain words and phrases used in this chapter are defined as follows:
(a) "Aircraft" means any contrivance used or designed for navigation in the air, whether self-propelled by machine or not.
(b) "Person" means any individual, firm, partnership, corporation, company, association, joint stock association or body politic, except the United States, the state or the county, and includes any agent, trustee, executor, receiver, assignee or other similar representative thereof.
(c) "Pilot" means the person operating the aircraft on or over the airport.

Sec. 17A.3. - Application and authority.¶
(a) Application. The provisions of this chapter shall be applicable to all aircraft operating on or over the municipal airport.
(b) Authority. The provisions of this chapter shall be construed to supplement federal and state laws, when not expressly inconsistent therewith, concerning the conduct of aircraft on or over the municipal airport, and the regulations provided in Federal Aviation Administration regulations are adopted as part of this chapter.

Sec. 17A.4. - Only certified persons to be pilots.¶
No person shall pilot any aircraft on or over the municipal airport unless he has been properly certified by the Federal Aviation Agency; provided that this restriction shall not apply to aircraft belonging to the United States, a state, territory, possession or any political subdivision thereof, or to any aircraft of a foreign country operated under permission of the United States.

Sec. 17A.5. - Aircraft awaiting takeoff.¶
Any aircraft awaiting takeoff from the municipal airport shall be parked in such a position so as to have a direct view of possible aircraft approaching for a landing, and shall not commence its takeoff until the pilot has ascertained that no aircraft is in final approach for a landing on that runway, and that the runway to be used for takeoff is itself clear of landing or taxiing aircraft.

Sec. 17A.6. - Use of taxiways.¶
No person operating a fixed-wing aircraft shall land or take off from the municipal airport except on the runway or runways designated for takeoff and landing.

Sec. 17A.7. - Aircraft taking off.¶
All aircraft, after takeoff, shall not deviate from a straight course until after passing the boundaries of the airport.

Sec. 17A.8. - Use of ramp.¶
The ramp at the municipal airport shall be used only for the loading, unloading and refueling of aircraft, and for the parking by transient aircraft for a period not in excess of twenty-four hours.

Sec. 17A.9. - Unattended aircraft.¶
No unattended aircraft shall be parked within sixty feet of the taxiway.

Sec. 17A.10. - Aircraft below an altitude of fifteen hundred feet above the surface of…¶
All aircraft in flight below an altitude of fifteen hundred feet above the surface of the runway and within a three-mile radius of the municipal airport shall comply with the traffic pattern which shall be a standard left-hand pattern on runway 8 and a standard right-hand pattern on runway 26, as indicated in the construction of the segmented circle situated at the airport.

Sec. 17A.11. - Traffic pattern.¶
The traffic pattern shall be eight hundred feet above the runway for conventional aircraft and twelve hundred feet above the runway for jet aircraft.

Sec. 17A.13. - Agricultural aircraft loading operations.¶
Agricultural aircraft and nurse rigs shall utilize only that area of the airport as so designated for agricultural loading operations.

Sec. 17A.14. - Permit to operate motor vehicles on airport.¶
The airport manager shall issue permits for the operation of motor vehicles upon the runways and taxiways of the municipal airport. Only vehicles involved in the operation, maintenance and repair of the airport and its facilities shall be issued such permits.

Sec. 17A.15. - Unauthorized operation of motor vehicles on airport.¶
The unauthorized operation of any motor vehicle upon the runways or taxiways of the municipal airport shall constitute a misdemeanor and shall be punishable upon conviction by imprisonment for six months and a five-hundred-dollar fine.

Sec. 17A.15.1 - Speed limit for motor vehicles on airport.¶
(a) The maximum speed limit of fifteen miles per hour is hereby established for all motor vehicles driven and operated on all portions of the Brawley municipal airport, including roads, aprons, taxiways and runways.
(b) The violation of such speed limit shall constitute an infraction.

Sec. 17A.16. - Operation of airport.¶
The operation of the municipal airport shall be under the control of the airport manager hired by the city, who shall be responsible to the city manager of the city. Said airport manager shall enforce all local regulations in the operation of the airport and, at his discretion, shall direct all transient aircraft and local aircraft as to tie-downs, taxiing and fueling. The airport manager shall be in charge of all aircraft fueling operations as set forth in the terms of his contract. All fuel dispensed, delivered and used on the municipal airport shall be under the control of the airport manager.

Sec. 17A.17. - Enforcement of chapter provisions.¶
It shall be the duty of the airport manager or any other duly authorized agent of the city to enforce the provisions of this chapter and all other state and federal laws and regulations applicable to the municipal airport.
