What defines CALGreen Tier 1 and Tier 2 at a high level?
CALGreen Tier 1 and Tier 2 are voluntary, local‑adopted packages of additional green building measures that sit on top of the mandatory Chapter 5 requirements. What the code requires — 2–4 sentences
CALGreen defines voluntary enhanced performance “tiers” for buildings: Tier 1 and Tier 2 are packages of additional green measures on top of the mandatory Chapter 5 requirements. To be a Tier project the owner/designer must meet the Chapter 5 prerequisites and the specific elective/prerequisite package listed for the chosen tier. See § 305.1 for the general Tier concept and § A5.601.1 for the Appendix scope that makes these measures voluntary unless a local jurisdiction adopts them.
The single most important rule: a Tier project is not a different code baseline — it is an additive, voluntary package of required electives and prerequisites that you choose to adopt in addition to the Chapter 5 mandatory measures. § 305.1 and § A5.601.1 describe this relationship.
Requirements in detail
Scope and legal status
- Voluntary adoption. The Appendix A5 voluntary tiers apply only where a local government adopts them; they are not automatically mandatory statewide. See § A5.601.1.
- Prerequisite: Chapter 5 mandatory measures. Any Tier project must first meet all Chapter 5 mandatory measures before the Tier prerequisites/electives apply (Tier prerequisites reference Chapter 5). See § A5.601.2.1 and § A5.601.3.1.
How Tier 1 and Tier 2 differ (high‑level)
- Tier 1: meet Chapter 5 mandatory measures plus the Tier 1 prerequisite package and the set number of required electives described in Appendix A5 (Divisions A5.1–A5.5). See § A5.601.2.
- Tier 2: meet Chapter 5 mandatory measures plus a stricter prerequisite package and a larger set of required electives (higher thresholds and more electives) described in Appendix A5. See § A5.601.3.

Verification and documentation
- Compliance must be documented and verified per the Appendix checklists (Tier 1 and Tier 2 checklists in A5.602.1 and A5.602.2) and retained in the project record (see § A5.601.4).
- The code requires the enforcing agency to review the Tier documentation per Chapter 7 procedures. See § A5.601.4.
Exceptions & special cases
- Local adoption: If a city/county does not adopt Appendix A5 voluntary tiers, the Tier rules do not apply there — they remain voluntary guidance only (§ A5.601.1).
- Health facilities (OSHPD): There are tailored tier references for health facilities (Savings By Design procedures and a 15% Tier 2 energy exceedance). See § 305.1.1 and § 305.1.2.
- Practical difficulties: The enforcing agency may grant modifications where strict application of a tier is impractical; recordkeeping of modifications is required. See Section 304.1 on tier purpose and modification language.
- Where a Division measure depends on available local services (e.g., waste diversion facilities), the code allows alternatives or exceptions when facilities don’t exist. (See Division A4 / A5 waste diversion notes in the Appendix.)
Common mistakes
- Treating tiers as automatically mandatory statewide — they are voluntary unless adopted locally (do not assume statewide applicability). § A5.601.1.
- Forgetting to satisfy all Chapter 5 mandatory measures first — Tier compliance is additive, not a substitute. § A5.601.2.1 / § A5.601.3.1.
- Miscounting required electives or prerequisites (Tier checklists in A5.602 must be followed and totals verified). Use the Tier checklists.
- Assuming a numeric energy % for non‑healthcare Tier 2 when Appendix A5 references specific A5.203 sections — do not invent percent targets that are not in A5.203 or the healthcare Savings By Design reference. If a percent is not in the text you retrieved, do not assume one.
Worked example — office building choosing Tier 1 (numbers)
Scenario: New nonresidential office, 200 parking spaces, applying for Tier 1 in a jurisdiction that adopted Appendix A5.
Step 1 — Mandatory baseline: Confirm the project meets all Chapter 5 mandatory measures (prerequisite). § A5.601.2.1.
Step 2 — Tier 1 Divisional thresholds (apply the Appendix A5 Tier 1 items): designated parking for fuel‑efficient vehicles = 35% → 0.35 × 200 = 70 designated spaces. EV charging (table approx. 30%) → 60 EV-capable spaces (owner can choose mix of Level 2/Level 1 per the EV table/footnotes). § A5.601.2.4(1) and Table A5.601.
Step 3 — Water & materials: Achieve 12% indoor potable water reduction per Division A5.3 item listed for Tier 1. For construction waste, plan for 65% diversion to recycling/salvage. For recycled content target plan for 10% by cost or meet the product table path. § A5.601.2.4(3–4).
Step 4 — Cool roof: Install cool roof meeting the thermal emittance / solar reflectance or SRI values cited in A5.106.11.2 to satisfy Tier requirement (cool roof is required for Tier compliance). § A5.601.2.4(1)(c).
Step 5 — Documentation: Complete the Tier 1 checklist (A5.602.1), compile the supporting documents, and submit as part of the permit record as required by § A5.601.4. Verification is required by the enforcing agency.

SECTION 304—VOLUNTARY TIERS
304.1 Purpose. Voluntary tiers are intended to further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.
304.1.1 Tiers. The provisions of Divisions A4.6 and A5.6 outline means, in the form of voluntary tiers, for achieving enhanced construction levels by incorporating additional measures for residential and nonresidential new construction. Voluntary tiers may be adopted by local governments and, when adopted, enforced by local enforcing agencies. Buildings complying with tiers specified for each occupancy contain additional prerequisite and elective green building measures necessary to meet the threshold of each tier. See Section 101.7 of this code for procedures and requirements related to local amendments, additions or deletions, including changes to energy standards.
[BSC & HCD] Where there are practical difficulties involved in complying with the threshold levels of a tier, the enforcing agency may grant modifications for individual cases. The enforcing agency shall first find that a special individual reason makes the strict letter of the tier impractical and that modification is in conformance with the intent and purpose of the measure. The details of any action granting modification shall be recorded and entered in the files of the enforcing agency.
SECTION 305 [OSHPD 1]— CALGreen TIER 1 AND CALGreen TIER 2
305.1 CALGreen Tier 1 and CALGreen Tier 2 buildings contain voluntary green building measures necessary to meet the threshold of each level.
305.1.1 CALGreen Tier 1. To achieve CALGreen Tier 1, buildings must comply with the latest edition of “Savings By Design, Healthcare Modeling Procedures” found online at http://www.energysoft.com/main/page_ downloads_ sbd_healthcare.html.
305.1.2 CALGreen Tier 2. To achieve CALGreen Tier 2, buildings must exceed the latest edition of “Savings By Design, Healthcare Modeling Procedures” by a minimum of 15 percent.
SECTION 306 [DSA-SS]—VOLUNTARY MEASURES
306.1 Purpose. For public schools and community colleges, voluntary measures further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.
306.1.1 Appendix A5, Divisions A5.1 through A5.5, outline means of achieving enhanced sustainable design and construction by incorporating voluntary measures that exceed the mandatory measures.

A4.407.6 Door protection. Exterior doors to the dwelling are covered to prevent water intrusion by one or more of the following:
An awning at least 4 feet in depth is installed.
The door is protected by a roof overhang at least 4 feet in depth.
The door is recessed at least 4 feet.
Other methods which provide equivalent protection.
A4.407.7 Roof overhangs. A permanent overhang or awning at least 2 feet in depth is provided at all exterior walls.
SECTION A4.408—CONSTRUCTION WASTE REDUCTION, DISPOSAL AND RECYCLING
A4.408.1 Enhanced construction waste reduction. Nonhazardous construction and demolition debris generated at the site is diverted to recycle or salvage in compliance with one of the following:
Tier 1. At least a 65 percent reduction. Any mixed recyclables that are sent to mixed-waste recycling facilities shall include a qualified third party verified facility average diversion rate. Verification of diversion rates shall meet minimum certification eligibility guidelines, acceptable to the local enforcing agency.
Tier 2. At least a 75 percent reduction with a third-party verification as required for Tier 1.
Exceptions:
- Equivalent or alternative waste reduction methods are developed by working with local agencies if diversion or recycle facilities capable of compliance with this item do not exist.
- The enforcing agency may make exceptions to the requirements of this section when jobsites are located in areas beyond the haul boundaries of the diversion facility.
A4.408.1.1 Documentation. Documentation shall be provided to the enforcing agency which demonstrates compliance with this section. Documentation shall be in compliance with Section 4.408.5.

SECTION A6.204—PRESCRIPTIVE APPROACH
A6.204.1 ENERGY STAR equipment and appliances. All equipment and appliances provided by the builder shall be ENERGY STAR labeled if ENERGY STAR is applicable to that equipment or appliance.
A6.204.4 Commissioning. [OSHPD 1 & 4] Building commissioning shall be included in the design and construction processes of the building project to verify that the building’s energy related systems are installed, calibrated and perform according to the owner’s project requirements, basis of design and construction documents.
The owner and designer shall designate an individual as the Commissioning Authority (CxA) to lead, review and oversee the completion of the commissioning process activities. The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.
Commissioning process activities shall be completed for the following energy-related systems, at a minimum:
- Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
- Lighting and daylighting controls.
- Domestic hot water systems.
- Renewable energy systems (wind, solar, etc.).
- Building envelope systems.
A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:
- Environmental and sustainability goals.
- Energy efficiency goals.
- Indoor environmental quality requirements.

A5.601.3.1 Prerequisites. To achieve CALGreen tier status, a project must meet all of the mandatory measures in Chapter 5 and, in addition, meet the provisions of this section.
A5.601.3.2 Energy performance. For the purposes of mandatory energy efficiency standards in this code, the California Energy Commission will continue to adopt mandatory standards.
A5.601.3.3 Tier 2. Comply with the energy efficiency requirements in Section A5.203.1.1 and Section A5.203.1.2.2.

301.5 Health Facilities. [OSHPD 1, 2 & 4] Health facilities under the jurisdiction of the Office of Statewide Health Planning and Development (OSHPD) are required to comply with the mandatory measures prescribed in Section 5.304, Outdoor Water Use. Compliance with Section 5.304, as adopted by the Building Standards Commission, is enforced by the local agency having jurisdiction. Evidence of local approval shall be submitted to OSHPD prior to issuance of plan approval or a building permit.

SECTION 302—MIXED OCCUPANCY BUILDINGS
302.1 Mixed occupancy buildings. In mixed occupancy buildings, each portion of a building shall comply with the specific green building measures applicable to each specific occupancy.
Exceptions:
- [HCD] Accessory structures and accessory occupancies serving residential buildings shall comply with Chapter 4 and Appendix A4, as applicable.
- [HCD] For the purposes of CALGreen, live/work units, complying with Section 508.5 of the California Building Code, shall not be considered mixed occupancies. Live/work units shall comply with Chapter 4 and Appendix A4, as applicable.
SECTION 303—PHASED PROJECTS
303.1 Phased projects. For shell buildings and others constructed for future tenant improvements, only those code measures relevant to the building components and systems considered to be new construction (or newly constructed) shall apply.
303.1.1 Initial tenant improvements. The provisions of this code shall apply only to the initial tenant improvements to a project. Subsequent tenant improvements shall comply with the scoping provisions in Section 301.3 nonresidential additions and alterations.
SECTION 304—VOLUNTARY TIERS
304.1 Purpose. Voluntary tiers are intended to further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.
304.1.1 Tiers. The provisions of Divisions A4.6 and A5.6 outline means, in the form of voluntary tiers, for achieving enhanced construction levels by incorporating additional measures for residential and nonresidential new construction. Voluntary tiers may be adopted by local governments and, when adopted, enforced by local enforcing agencies. Buildings complying with tiers specified for each occupancy contain additional prerequisite and elective green building measures necessary to meet the threshold of each tier. See Section 101.7 of this code for procedures and requirements related to local amendments, additions or deletions, including changes to energy standards.
[BSC & HCD] Where there are practical difficulties involved in complying with the threshold levels of a tier, the enforcing agency may grant modifications for individual cases. The enforcing agency shall first find that a special individual reason makes the strict letter of the tier impractical and that modification is in conformance with the intent and purpose of the measure. The details of any action granting modification shall be recorded and entered in the files of the enforcing agency.
SECTION 305 [OSHPD 1]— CALGreen TIER 1 AND CALGreen TIER 2
305.1 CALGreen Tier 1 and CALGreen Tier 2 buildings contain voluntary green building measures necessary to meet the threshold of each level.
Frequently asked questions
Can a project claim Tier 1 without meeting Chapter 5 mandatory measures?
No. A project must meet all Chapter 5 mandatory measures before Tier prerequisites/electives can be applied. See § A5.601.2.1 and § A5.601.3.1.
Are Tiers mandatory everywhere in California?
No. Appendix A5 voluntary tiers are only binding where a local jurisdiction adopts them; otherwise they are voluntary guidance. See § A5.601.1.
What is the Tier 2 energy target for healthcare facilities?
For healthcare (OSHPD) Tier 2 projects, buildings must exceed the latest Savings By Design healthcare modeling procedures by 15%. See § 305.1.2.
Is a cool roof required for Tier compliance?
Yes — Appendix A5 notes that a cool roof is required for compliance with Tiers 1 and 2 and may also be used to help meet Part 6 energy standards. See Appendix A5 Tier notes.
How is compliance verified?
