In CALGreen, "building commissioning" is a required, documented quality‑assurance process (for most nonresidential conditioned buildings) that begins in design and continues through occupancy to ensure systems meet the owner's documented requirements; required steps include an OPR, BOD, commissioning plan, functional testing, training and a final commissioning report (see § 5.410.2 and its subparts).

What the code requires — in plain English
Building commissioning is a quality‑assurance process that starts in design and continues through occupancy to verify that a building’s systems are installed, calibrated and operate to meet the owner’s expectations and contract documents. The nonresidential CALGreen commissioning requirements are set out in § 5.410.2 (and its subparts) and are implemented through documented Owner’s Project Requirements (OPR), a Basis of Design (BOD), commissioning measures in the construction documents, a Commissioning Plan, Functional Performance Testing (FPT), documentation/training (systems manual) and a final Commissioning Report.
The single most important rule: start commissioning early — document the owner’s project requirements, develop the basis of design, create a commissioning plan before permit issuance, and complete functional testing and training so systems operate as intended (see § 5.410.2).
Note: I did not find a one‑line “Commissioning” definition in § 202 of the retrieved files. CALGreen’s commissioning definition and glossary entries are in the CALGreen commissioning reference material and the Commissioning section itself (see the Cx glossary and § 5.410.2).
Requirements in detail
Scope — what gets commissioned
- At a minimum, energy‑related systems covered by the California Energy Code are included (HVAC&R and associated controls; lighting & daylighting controls; domestic hot water; renewable energy; building envelope). § A6.204.4 and § 5.410.2 describe the systems to be covered.
Minimum commissioning deliverables (high level)
- Owner’s Project Requirements (OPR) — prepared before design begins (document owner’s goals and acceptance criteria). § 5.410.2.1.
- Basis of Design (BOD) — written explanation of how the design meets the OPR; BOD must cover the systems to be commissioned. § 5.410.2.2.

Who performs commissioning
- Commissioning must be performed by trained personnel with experience on similar projects and with a single designated Commissioning Coordinator (Cx coordinator / CxA). The coordinator may be independent third‑party or an experienced member of the design/owner team; selection criteria and qualifications are described in the reference guidance.

Exceptions & special cases
Exception: unconditioned (non‑heated/cooled) warehouses are exempt (any size). Conditioned accessory spaces under 10,000 sq ft attached to such warehouses are also exempt. Tenant improvements under 10,000 sq ft are exempt in the manner described. Open parking garages are exempt. See § 5.410.2 (Exceptions).
Energy‑code overlap: For energy‑related systems that fall under the California Energy Code (Title 24, Part 6) — e.g., HVAC controls, indoor lighting, water heating — follow the Energy Code’s commissioning requirements as well (refer to California Energy Code Section 120.8). CALGreen’s Appendix A6 adds prescriptive guidance for health facility voluntary tiers. § A6.204.4 notes the overlap for energy systems.
Phased projects / occupancy: The Cx Plan should address phased work, seasonal and opposite‑season testing, and deferred testing where applicable (planning in § 5.410.2.3 and testing details in § 5.410.2.4).
Common mistakes
Waiting until construction is complete to plan commissioning. (The Code requires the OPR before design and the Cx Plan prior to permit issuance — § 5.410.2.1 and § 5.410.2.3.)
Thinking commissioning only means testing equipment. Commissioning is a full process: OPR → BOD → Cx measures in documents → plan → FPT → documentation/training → final report (§ 5.410.2.1–.6).
Using unqualified personnel or not designating a single Cx lead. The code requires trained personnel and one person to coordinate the effort; qualifications and conflict‑of‑interest concerns should be considered.
Omitting training and the systems manual from the deliverables. The CxA must verify that the systems manual and training were provided to building operations staff (§ 5.410.2.5 / § 5.410.2.5.1 / § 5.410.2.5.2).
Failing to include commissioning measures and roles in the construction documents (contracts and Division 1) so subcontractors are bound to commissioning tasks (§ 5.410.2 measures in construction documents).
Worked example — concrete scenario with numbers
Scenario: New 28,000 sq ft conditioned office/retail building with central HVAC, electric domestic hot water, 75 kW rooftop PV system, and daylighting controls.
What you must do under CALGreen:
- Prepare the Owner’s Project Requirements (OPR) before design — list energy/sustainability goals and acceptance criteria (see § 5.410.2.1).
- Develop the Basis of Design (BOD) during design describing how HVAC, DHW, PV and daylighting controls meet OPR (BOD must cover renewable energy per § 5.410.2.2).
- Include commissioning measures in the construction documents (Division 1) — list systems to be commissioned (HVAC, PV, DHW, lighting controls, envelope interfaces) and assign roles (contractor, CxA, owner). (See § 5.410.2 measures).
- Complete a Commissioning Plan prior to permit issuance that schedules FPT and seasonal checks (per § 5.410.2.3).
- Execute Functional Performance Tests on each major item: HVAC economizer and controls, daylighting dimming circuits, PV inverter performance, DHW controls. Record results on FPT forms; correct deficiencies. (FPT content and forms per § 5.410.2.4).
- Deliver a Systems Manual, train maintenance staff (document attendance), and compile the Commissioning Report (attach OPR, BOD, checklists, FPT forms). The CxA signs off that systems meet the OPR and BOD at project closeout (§ 5.410.2.5–.6).
Result: Because the building is conditioned and > 10,000 square feet, exemptions do not apply — full commissioning per § 5.410.2 is required.

SECTION A6.204—PRESCRIPTIVE APPROACH
A6.204.1 ENERGY STAR equipment and appliances. All equipment and appliances provided by the builder shall be ENERGY STAR labeled if ENERGY STAR is applicable to that equipment or appliance.
A6.204.4 Commissioning. [OSHPD 1 & 4] Building commissioning shall be included in the design and construction processes of the building project to verify that the building’s energy related systems are installed, calibrated and perform according to the owner’s project requirements, basis of design and construction documents.
The owner and designer shall designate an individual as the Commissioning Authority (CxA) to lead, review and oversee the completion of the commissioning process activities. The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.
Commissioning process activities shall be completed for the following energy-related systems, at a minimum:
- Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
- Lighting and daylighting controls.
- Domestic hot water systems.
- Renewable energy systems (wind, solar, etc.).
- Building envelope systems.
A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:

Selecting Trained Personnel (for Commissioning)
This code requires that “Commissioning shall be performed in accordance with this section by trained personnel with experience on projects of comparable size and complexity.” The trained personnel manage and facilitate the commissioning process. The trained personnel develop and implement the commissioning tasks and documentation identified in Sections 5.410.2.1 through 5.410.2.6. Trained personnel may include appropriate members of owner staff, contractor and design team as well as independent commissioning professionals.
It is essential that there is a single person designated to lead and manage the commissioning activities. In practice, this individual has been referenced by various identifiers such as commissioning authority, agent, provider, coordinator, lead, etc. In this guide the term “commissioning coordinator” is used.

3.2 Compliance Method:
Compliance is achieved by including commissioning requirements in the project specifications. The commissioning specifications should include the following:
Primary (and optionally all) commissioning requirements are included in the general specification division (typically Division 1) and clear cross references of all commissioning requirements to and from the general division are included to ensure all subcontractors are held to them.
A list of the systems and assemblies covered by the commissioning requirements.

The commissioning report documents the commissioning process and test results. The report includes confirmation from the commissioning agent verifying that commissioned systems meet the conditions of the Owner’s Project Requirements (OPR), Basis of Design (BOD) and contract documents.

Independent Third-Party Commissioning Professional— A commissioning consultant contracted directly by the owner who is not responsible to, or affiliated with, any other member of the design and construction team.
Operation and Maintenance (O&M) Manuals— Documents that provide information necessary for operating and maintaining installed equipment and systems.
Owner Representative— An individual or entity assigned by the owner to act and sign on the owner’s behalf.
Process Equipment— Energy-using equipment and components that are not used for HVAC, electrical, plumbing and irrigation operations. Such devices would include but are not limited to heat transfer, water purifying, air cleaning, air vacuum and air compressing.
Sequence of Operation— A written description of the intended performance and operation of each control element and feature of the equipment and systems.
Selecting Trained Personnel (for Commissioning)
This code requires that “Commissioning shall be performed in accordance with this section by trained personnel with experience on projects of comparable size and complexity.” The trained personnel manage and facilitate the commissioning process. The trained personnel develop and implement the commissioning tasks and documentation identified in Sections 5.410.2.1 through 5.410.2.6. Trained personnel may include appropriate members of owner staff, contractor and design team as well as independent commissioning professionals.
It is essential that there is a single person designated to lead and manage the commissioning activities. In practice, this individual has been referenced by various identifiers such as commissioning authority, agent, provider, coordinator, lead, etc. In this guide the term “commissioning coordinator” is used.
The designated commissioning coordinator may be an independent, third-party commissioning professional, a project design team member (e.g., engineer or architect), an owner’s engineer or facility staff, contractor or specialty subcontractor. Methods of evaluating the designated commissioning coordinator and trained personnel include review of the following:
- Technical knowledge;
- Relevant experience;
- Potential conflict of interest concerns;
- Professional certifications and training;
- Communication and organizational skills; and
- Reference and sample work products.

Compliance is achieved by including commissioning requirements in the project specifications. The commissioning specifications should include the following:
Primary (and optionally all) commissioning requirements are included in the general specification division (typically Division 1) and clear cross references of all commissioning requirements to and from the general division are included to ensure all subcontractors are held to them.
A list of the systems and assemblies covered by the commissioning requirements.
Roles and responsibilities of all parties, including: i. General contractor and subcontractors, vendors, construction manager ii. Commissioning provider lead
