What are installer training and special inspector qualification requirements?

CALGreen requires HVAC installers to be trained and certified by a recognized program (uncertified workers only under direct supervision), and when the enforcing agency requires it the owner must hire independent special inspectors who can demonstrate competence acceptable to that agency (see § 702.1 and § 702.2).

    6.2.1 Intent:

    The systems operation training verifies that a training program is developed to provide training to the appropriate maintenance staff for each equipment type and/or system and that this training program is documented in the commissioning report. The systems operations training program is specified in the project specifications for the major systems listed. The systems manual, Operation and Maintenance (O&M) documentation and record drawings are prepared and available to the maintenance staff prior to implementation of any training or the development of a written training program. The training program is to be administered when the appropriate maintenance staff is made available to receive training.

    6.2.2 Compliance Method:

    The written training program includes: (a) learning goals and objectives for each session, (b) training agenda, topics and length of instruction for each session, (c) instructor information and qualifications, (d) location of training sessions (on-site, off-site, manufacturer’s or vendor’s facility), (e) attendance forms, (f) training materials and (g) description on how the training will be archived for future use.

    H 102.5 Water Management and Infection Control Risk Assessment for Building Systems. Professional qualification for construction and maintenance personnel and employers to identify and manage potentially hazardous exposure to bloodborne, waterborne and airborne pathogens. Also includes qualifications for members of a water safety team involved in the development of a risk assessment analysis, and water management and sampling plan, for protection from Legionella and other waterborne pathogens and persons who conduct a facility risk assessment and implement a water safety and management program to reduce the risk of infections due to Legionella. Frequently asked questions

Who decides whether a special inspector is required?

The enforcing agency decides whether special inspection is required for a specific project; when required, the owner or owner’s agent must employ the inspector. § 702.2

Can uncertified workers ever install HVAC equipment?

Yes — but only when they work under the direct supervision and responsibility of a person trained and certified in HVAC installation or a contractor licensed to install HVAC systems. § 702.1

Does CALGreen list specific certificates that will always be accepted?

No. CALGreen lists types of acceptable programs and lets the enforcing agency accept additional programs. The code does not mandate specific credential names or minimum training hours in § 702.1 or § 702.2

Must special inspectors be independent?

Yes. The note to § 702.2 requires special inspectors to be independent entities with no financial interest in the materials or project they inspect. § 702.2

Where should training and qualification records be submitted?
