How do the Tier 1 and Tier 2 checklists work and what do they require?

If a nonresidential project chooses CALGreen Tier 1 or Tier 2, start by meeting all Chapter 5 mandatory rules, then use the Tier 1 (**§ A5.602.1**) or Tier 2 (**§ A5.602.2**) checklist to mark required prerequisites, pick the required number of electives, attach plan/spec references, and submit the completed checklist. The Tier 1/2 performance targets (parking, EV, cool roof, energy, water, waste) are summarized in **§ A5.601** and the project must reach the checklist total (typically 15 for Tier 1; 25 for Tier 2) to claim compliance.

What the code requires — plain English with the controlling §

Buildings that opt into CALGreen voluntary tiers must use the CALGreen Tier 1 or Tier 2 checklists to demonstrate they have selected and documented the required prerequisite measures and the required number of elective measures for that tier. The checklists are applied to qualifying nonresidential projects (new construction, additions ≥ 1,000 sq ft, or alterations with permit valuation ≥ $200,000) and require that all mandatory Chapter 5 requirements are met before applying tier measures. See § A5.601, § A5.602.1, and § A5.602.2 for scope and checklist instructions.

The single most important rule: meet all mandatory Chapter 5 provisions first, then use the Tier 1 or Tier 2 checklist to prove you selected the required prerequisites plus the required number of electives for the tier. § A5.602.1 and § A5.602.2 require checklist evidence that prerequisites and electives were selected.

Purpose and where to find the rules

  • Voluntary tiers are optional measures that a local jurisdiction may adopt/enforce; the tier structure and goals are summarized in § A5.601. The Table in § A5.601 is a performance-summary table that illustrates Tier 1 vs Tier 2 performance goals (energy, water, materials, site features).

  • The procedural checklists and step‑by‑step instructions for using the checklists are in § A5.602.1 (Tier 1 Checklist) and § A5.602.2 (Tier 2 Checklist). What the checklists require (high‑level)

  • Meet all mandatory Chapter 5 requirements first (precondition). § A5.602.1 and § A5.602.2 both note this precondition.

How the Tier 2 checklist adds prescriptive required items (highlights)

Tier 2 builds on Tier 1 and adds specific mandatory items and higher thresholds. For example, Tier 2 requires (among other things): designated fuel-efficient parking for 50% of spaces, EV charging per Table A5.106.5.3.2, and specific cool‑roof SRI/reflectance values; it also prescribes a set of required actions from Divisions A5.1 through A5.5 (see list in § A5.601.3.4) and requires compliance with multiple division-specific electives and prerequisites.

Exceptions & special cases

  • Voluntary tiers are optional for jurisdictions — a city/county must adopt/enforce them before they are mandatory locally. See § 304.1.1 and the explanation in § A5.601 that tiers are voluntary unless adopted locally.
  • The checklist application scope is limited to projects defined in the checklist application lines (new construction, additions ≥ 1,000 sq ft, alterations ≥ $200,000 valuation). If the project does not meet these thresholds, use the Mandatory Checklist instead. § A5.602 and § A5.602.1–.2 explain this.
  • Local enforcing agencies may grant modifications for practical difficulties (the enforcing agency must document findings). See the voluntary tiers administrative guidance in § 304.1.1.
  • For projects regulated by other state agencies (e.g., OSHPD, DSA), certain health‑facility or school-specific tier rules may apply; Appendix notes show where OSHPD/DSA adoption differs. Check the matrix and applicable agency notes.

Common mistakes

  • Failing to satisfy mandatory Chapter 5 requirements before claiming Tier compliance. The checklists explicitly require mandatory measures be met first. § A5.602.1 / § A5.602.2.
  • Counting only electives and forgetting to include Tier prerequisite measures in the total. The checklist workflow requires counting prerequisites + electives. § A5.602.1 / § A5.602.2.
  • Using the wrong checklist: projects that adopt Tier 2 must use § A5.602.2 (Tier 2 Checklist); Tier 1 projects must use § A5.602.1. Each checklist has differing prerequisite lists and totals.
  • Not documenting checklist selections with plans/specs and the “plan sheet/spec or attach” references required by the checklist; the checklist is documentary evidence for plan review and inspector verification. § A5.602 and Chapter 7 verification requirements apply.

Worked example — concrete scenario with numbers

Scenario: A developer is building a new 20,000 sq ft office building and chooses to pursue CALGreen Tier 2.

Step 1 — Application threshold check: New construction → Tier 2 checklist applies (see § A5.602.2).

Step 2 — Mandatory Chapter 5: The design team confirms all Chapter 5 mandatory items are satisfied (precondition per § A5.602.2).

Step 3 — Tier 2 prerequisites: The team must mark Y for all Tier 2 prerequisite measures in the checklist (examples required under § A5.601.3.4):

  • Provide designated fuel‑efficient parking for 50% of parking capacity (if the project has 100 stalls, that’s 50 stalls reserved) — § A5.601.

Step 4 — Division‑specific Tier 2 checklist requirements: Per § A5.601.3.4, the project must meet a number of division prescriptions such as: two of the listed A5.2 energy items (example: day‑lighting adjustments and exhaust heat recovery), indoor potable water savings 20%, construction waste diversion ≥ 80%, specified recycled content or products, resilient flooring requirements, etc. The checklist enumerates these prerequisites and elective choices.

Step 5 — Count measures: The Tier 2 checklist totals required measures are 25 (the team must reach that sum of prerequisites + selected electives). Step 6 — Documentation and submittal: The completed checklist, plan sheet references, specs and attachments are submitted with construction documents per § A5.602.2 and Chapter 7 verification requirements. The enforcing agency uses those documents for plan check and field verification.

    SECTION 304—VOLUNTARY TIERS

    304.1 Purpose. Voluntary tiers are intended to further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.

    304.1.1 Tiers. The provisions of Divisions A4.6 and A5.6 outline means, in the form of voluntary tiers, for achieving enhanced construction levels by incorporating additional measures for residential and nonresidential new construction. Voluntary tiers may be adopted by local governments and, when adopted, enforced by local enforcing agencies. Buildings complying with tiers specified for each occupancy contain additional prerequisite and elective green building measures necessary to meet the threshold of each tier. See Section 101.7 of this code for procedures and requirements related to local amendments, additions or deletions, including changes to energy standards.

    [BSC & HCD] Where there are practical difficulties involved in complying with the threshold levels of a tier, the enforcing agency may grant modifications for individual cases. The enforcing agency shall first find that a special individual reason makes the strict letter of the tier impractical and that modification is in conformance with the intent and purpose of the measure. The details of any action granting modification shall be recorded and entered in the files of the enforcing agency.

    SECTION 305 [OSHPD 1]— CALGreen TIER 1 AND CALGreen TIER 2

    305.1 CALGreen Tier 1 and CALGreen Tier 2 buildings contain voluntary green building measures necessary to meet the threshold of each level.

    305.1.1 CALGreen Tier 1. To achieve CALGreen Tier 1, buildings must comply with the latest edition of “Savings By Design, Healthcare Modeling Procedures” found online at http://www.energysoft.com/main/page_ downloads_ sbd_healthcare.html.

    305.1.2 CALGreen Tier 2. To achieve CALGreen Tier 2, buildings must exceed the latest edition of “Savings By Design, Healthcare Modeling Procedures” by a minimum of 15 percent.

    SECTION 306 [DSA-SS]—VOLUNTARY MEASURES

    306.1 Purpose. For public schools and community colleges, voluntary measures further encourage building practices that improve public health, safety and general welfare by promoting the use of building concepts which minimize the building’s impact on the environment and promote a more sustainable design.

    306.1.1 Appendix A5, Divisions A5.1 through A5.5, outline means of achieving enhanced sustainable design and construction by incorporating voluntary measures that exceed the mandatory measures.
