12.64.010 - Privately owned roadways open for public use.¶
Privately owned and maintained roads and other public areas within multi-tenant commercial centers over five acres in gross area are found and declared to be open for use of the public for purposes of vehicle traffic and are so connected with highways and public roadways that the provision of the Vehicle Code of the state of California should be applied in its entirety to them.

12.64.011 - Regulation upon certain private roads and areas.¶
Pursuant to Section 21107.6 of the Vehicle Code of the state of California, all of the provisions of the Vehicle Code of the state of California apply to all of the privately owned and maintained roads in public areas described in Section 12.64.010 of the Victorville Municipal Code.
