12.08.010 - Definitions generally.¶
The following words and phrases when used in this title shall, for the purpose of this title, have the meanings respectively ascribed to them in this chapter.

12.08.020 - Motor Vehicle Code definitions to be used.¶
Whenever any words or phrases used in this title are not defined, but are defined in the Vehicle Code of the state and amendments thereto, such definitions shall apply.

12.08.030 - Alley.¶
"Alley" means a public thoroughfare, not exceeding thirty feet in width, for the use of pedestrians and/or vehicles, which affords only a secondary means of access to the abutting property.

12.08.040 - Bicycle.¶
"Bicycle" means a light vehicle without a motor, having two wheels, handlebars, and a seat or seats, and propelled by the operator.

12.08.050 - Coach.¶
"Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

12.08.060 - Council.¶
"Council" means the council of the city of Victorville.

12.08.070 - Curb.¶
"Curb" means the lateral boundary of the roadway, whether such curb be marked by curbing construction, or not so marked; the word "curb" as used in this title shall not include the line dividing the roadway of a street from parking strips in the center of a street.

12.08.080 - Divisional island.¶
"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

12.08.090 - Holidays.¶
Within the meaning of this title, holidays shall be defined as specified in Section 2.20.030 of the Victorville Municipal Code.

12.08.100 - Loading zone.¶
"Loading zone" means the space adjacent to a curb, reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

12.08.110 - Park, store or keep.¶
"Park, store or keep" means to leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials or for other temporary purposes and time periods ascribed to in this title.

12.08.120 - Parkway.¶
"Parkway" means that portion of a street other than a roadway or sidewalk.

12.08.130 - Pedestrian.¶
"Pedestrian" means any person afoot.

12.08.140 - Police officer.¶
"Police officer" means every officer designated by the city as a police officer and any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations, including all deputies and other members of the San Bernardino County sheriff's department providing law enforcement services in the city pursuant to contract. Parking enforcement officers so designated and employed by the city shall be and are police officers for all purposes relating to parking regulations and enforcement under this title.

12.08.150 - Section.¶
"Section" means a section of this title, unless a section of some other chapter or law is specified.

12.08.160 - Start or stand.¶
"Start" or "stand" means any starting or standing of a vehicle, whether occupied or not, except where necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

12.08.170 - State Department of Public Works.¶
"State Department of Public Works" means the Department of Public Works of the state of California.

12.08.180 - Stop.¶
"Stop," when required, means complete cessation of movement.

12.08.190 - Street superintendent.¶
"Street superintendent" means the street superintendent of the city.

12.08.200 - Traffic control devices, official.¶
"Official traffic control devices" means all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning, or guiding or otherwise controlling traffic.

12.08.210 - Traffic signals, official.¶
"Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed, and which may be equipped with a flashing feature which, when operated, discontinues normal signal operation and causes the flashing of any predetermined combination of signal lights, and which is erected by authority of a public body or official having jurisdiction.

12.08.220 - Time.¶
Whenever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in the city.

12.08.230 - Vehicle Code.¶
"Vehicle Code" means the Vehicle Code of the state of California.
