12.48.010 - Maximum weight on bridges.¶
Whenever the city council determines that the structure of a bridge on a highway is such that it is unsafe for vehicles over a certain weight to use such bridge, the city council shall by resolution direct the superintendent of streets to place signs at both entrances to such bridge, specifying the maximum gross weight limits of any vehicle or combination of vehicles which shall be permitted to cross such bridge.

12.48.020 - Weight limit sign removal.¶
Whenever the city council finds that because of rebuilding, repairing, or strengthening, such bridge is in such condition that such weight limits are no longer necessary, the city council shall by resolution direct the superintendent of streets to remove such weight limit signs from the entrances to such bridge.

12.48.030 - Permit required.¶
(a) No person shall move or operate upon any of the city streets any vehicle with a load or loads in excess of those permitted by the Vehicle Code without a written permit from the city engineer.
(b) The city engineer may, by written permit authorize a load or loads in excess of those allowed for in the Vehicle Code if, in his judgment, the streets upon which the vehicle is to be operated can safely withstand the additional weight or if the applicant will guarantee to the city that all costs of repair to the streets or to the public property of the city damaged by the movement of such load or loads will be paid in full. The permit shall be granted upon such conditions and upon depositing such bond as the city engineer in his discretion may require.
(c) For any permit so issued, there shall be a charge and the permittee shall pay a fee as follows: Purple loading trip, five dollars per trip per vehicle; Green loading trip, five dollars per trip per vehicle or fifty dollars annually per vehicle.
(d) That certain manual entitled "Manual of the Policy, Procedures, Rules and Regulations for Use in Issuing Transportation Permits, 1975" as adopted and hereinafter revised by the State of California Department of Transportation is adopted by reference.
(e) Whenever the city engineer deems a police escort necessary or advisable in connection with any operation under the permit, the permittee shall pay the current charge for the escort so required.

12.48.035 - Issuance of permit—Size or weight of vehicle or load exceeding permitted.¶
(a) The superintendent of streets may, at his discretion, upon application in writing and if good cause appears, issue a permit authorizing the applicant to operate or move over and along highways specific pieces of mobile mechanical equipment or specific vehicles or emergency public utility equipment or specific vehicles of a size or weight of vehicle or load exceeding the maximum specified by the Vehicle Code or this municipal code. Any such permit shall be subject to the following conditions:
(1) The permit shall be limited to specified highways or a specified area of the city and shall specifically describe the highways or areas of the city to which it is limited. This limitation shall be fixed by the superintendent of streets to afford protection to highways and the travelling public;
(2) The granting of a permit shall in no way relieve the permittee from liability for damage to the highways or to persons or property;
(3) The permit shall be issued for a specific period of time designated by the superintendent of streets and set forth in the permit, which period shall not exceed one year;
(4) The permit may be issued subject to such other conditions as the superintendent of streets deems necessary for the protection of the highways and the traveling public.
(b) The application for a permit pursuant to this section shall be made on a form furnished by the superintendent of streets and shall contain the information required by Section 35781 of the Vehicle Code and such other information as may be required by the superintendent of streets.
(c) Prior to the issuance of any permit pursuant to this section, the superintendent of streets may require a surety bond or undertaking, or other approved security in the amount of five thousand dollars, to protect highways and bridges from injury, and evidence of insurance indemnifying the city for any injury resulting from the operation of the vehicle which is the subject of the permit, in the amount of one hundred thousand dollars for each occurrence for public liability, and one hundred thousand dollars for each occurrence for property damage.

12.48.040 - Flange wheel machinery.¶
No person shall operate over the city streets any vehicle, piece of equipment or machinery which has lugs, cleats, flanges or other projections on the wheels or tracks. If the tread of the track has projections or corrugations, a filler block may be placed on each section so that a flat bearing surface will be in contact with the pavement at all times.
