3.38.010 - Fund created—Deposits.¶
There is created pursuant to Section 713 of the Charter of the city an inviolate special trust fund to be known and referred to as the "red ribbon anti-drug and alcohol abuse fund" into which shall be deposited all moneys received by the red ribbon committee of the city from its fundraising events to fight the problem of drug and alcohol abuse in the community (including all of the remaining funds previously raised by said committee). Donations from other sources shall likewise be deposited into said fund.

3.38.020 - Use of fund.¶
The fund, both principal and interest earned thereon, shall be used only to support or underwrite, in whole or in part, projects or programs designed to suppress and/or prevent drug and alcohol abuse in the city, and expenses incidental thereto.

3.38.030 - Administration of fund.¶
The inter-agency committee of the city shall control and minister the fund, and utilize moneys in the fund for the purposes set forth in Section 3.38.020. Recommendations for use of the fund shall be made by the red ribbon committee and the inter-agency committee may implement such recommendations, subject to final approval of the city council. To facilitate its operations, the red ribbon committee may prepare and submit a budget for approval by the inter-agency committee and the city council. The budget shall identify anticipated revenue sources and expenditures or any other pertinent matters. It shall be submitted at the time and in the form prescribed by law. Moneys in the fund shall be spent in accordance with the approved budget, or revisions thereto.
