3.36.010 - Creation.¶
The is created pursuant to Section 713 of the Charter of the city a special fund to be known and referred to as the "Local Transportation Fund" into which shall be deposited all payments received by the city under the Mills-Alquist-Deddeh Act (Statutes 1971, Chapter 1400, Senate Bill 325) as set forth in Sections 99200—99406, inclusive of the Public Utilities Code of the state of California, as amended.

3.36.020 - Accounting procedures—Reports—Access to books and records.¶
The procedures utilized by officers and employees of the city in the fiscal management, accounting, and auditing operations pertaining to control and disbursement of the moneys shall conform to guidelines established by the state of California and the Metropolitan Transportation Commission. After tenable notice, the officers and employees of the city having charge of the books, documents, papers and records relating to the moneys shall, upon authorization of the city manager, make same available to the state of California and the Metropolitan Transportation Commission, so that compliance with the provisions of the Mills-Alquist-Deddeh Act, as amended, may be determined. The city manager, or such qualified officer or employee of the city as he designates, shall make annual and interim reports as the state of California and/or the Metropolitan Transportation Commission may require.
