17.80.010 Purpose . The purpose of this Chapter is to establish standards for the location, site planning, development, and operations of certain land uses that are allowed by Article 2, Zoning Districts and Allowable Land Uses, within individual or multiple districts, and for activities that require special standards to minimize the impacts of these uses and activities on surrounding properties and to protect the health, safety, and welfare of their occupants and of the general public. The regulations set forth in this Chapter shall modify or supplement the zoning district regulations appearing elsewhere in this title relating to public utility uses.
17.80.020 Applicability . The requirements contained in this Chapter shall apply to all public utility uses.
17.80.030 Permit Required. ¶
A. Except as otherwise provided in this title, public utility distribution facilities are declared to be permitted uses in all districts, except in Open Space 1 (O-1) District and Historical Area (HDP) Combining District.

17.80.040 Development and Operational Standards. ¶
A. All new urban residential development with a density of three dwelling units per acre or greater and commercial development requiring water and/or sewer service, except that on land designated Special Commercial (SC) by the General Plan land use diagrams, shall be required to connect to public sewer.
B. It is required that a public water system, having adequate fire flow, is available prior to development of land for which a zone change to an urban zoning district is approved.
C. Public water need not be available onsite at the time of zoning; however, financial and other assurances must be provided to the County which will allow such improvements to be installed in a timely manner.

ELECTRIC VEHICLE RECHARGING STATIONS

17.82.010 Purpose. 17.82.020 Applicability. The requirements contained in this Chapter shall apply to all recharging station uses.
17.82.030 Permit Required. All recharging station uses shall be subject to approval of the specified permit as detailed in the use tables in Article 2.
17.82.040 Development and Operational ¶
Standards. Recharging stations may be provided in any area designed for the parking or loading of vehicles.
