2.40.010 - Recognition and purpose.

There is in Shasta County government a department of public works. The department has the following functions and shall perform the following duties:

A. Approve the location, design, plans, specifications, estimates and rights-of-way for all county roads, streets, highway and bridge projects and the culverts, curbs, drains, sidewalks and other works incidental to these projects;

B. Acquire in the name of the county rights-of-way necessary for county highway and bridge projects;

C. Prepare and administer contracts for the construction of highway and bridge projects and other public works as directed by the board of supervisors;

D. Maintain county highways and related structures and facilities after acceptance into the county road system by resolution of the board of supervisors;

E. Perform the functions and duties of the county surveyor and review and approve technical aspects of land divisions and other private projects as prescribed by state law or county ordinance;

F. Provide for the operation and maintenance of county septage and solid waste disposal or transfer facilities, if any;

G. Provide for the housekeeping, maintenance, repair, remodeling, additions to and demolition of county buildings and facilities and for the landscaping, care and maintenance of county grounds, parks and parking lots;

H. Manage all county airports;

I. Review applications for and issue or deny issuance of encroachment and transportation permits;

J. Provide for the safe operation and repair of road and other equipment within the public works department;

K. Advise the board of supervisors on all matters set forth in Chapter 2 (commencing with Section 940) of Division 2 of the Streets and Highways Code;

L. Provide transportation planning services;

M. Manage the county of Shasta's fleet of vehicles in accordance with policies established by the board of supervisors;

N. Provide for the design, construction, maintenance and repair of public water and wastewater systems;

O. Provide water resource planning services and, with the approval of the Shasta County water agency, administer the functions of the Shasta County water agency.

2.40.020 - Director—Appointment—Duties.

The board of supervisors may appoint a registered civil engineer with general knowledge of public or business administration and particular knowledge of public works administration to serve as the director of the department of public works. The director shall:

A. Manage and administer the functions and duties of the department of public works;

B. Represent Shasta County before any governmental agency, body or officer on matters relating to county highways and all other public works as directed by the board of supervisors;

C. Serve as and perform the functions and duties of county surveyor in accordance with Government Code Section 27550;

  1. If the director of public works does not satisfy the qualifications of county surveyor, the board of supervisors shall appoint a separate county surveyor who satisfies the qualifications, upon the recommendation of the director of public works, and who shall report to the board of supervisors through the director of public works. The person so appointed shall serve in the capacity of county surveyor at the pleasure of the board of supervisors. Except as specifically provided in section 2.40.020(C)(l) of this code, the director of public works shall be the appointing authority for all employees in the department of public works.

D. Serve as and perform the functions and duties of county road commissioner, including, but not limited to, the duties set forth in Streets and Highways Code Section 942.5;

E. With the approval of the Shasta County Water Agency, serve as and perform the functions and duties of chief engineer for the Shasta County Water Agency; and

F. Perform other duties and functions as the board of supervisors may direct.
