2.04.010 - Meeting days.

In accordance with the Brown Act, the board of supervisors shall establish by resolution the time and place for holding regular meetings. (Ord. 2004-1 § 1, 2004: prior code § 100)

2.04.020 - Training of supervisors—Elect.

A. If requested by a supervisor-elect, county funds may be used prior to the assumption of office by that supervisor-elect for the training and orientation of that supervisor-elect, including the payment of course fees, travel and per diem expenses, course materials, and consultant services.

B. Such training and orientation programs and expenses, therefor, shall be those the board of supervisors deems proper and beneficial to the exercise of supervisorial duties by newly elected supervisors.

C. In order to receive training and orientation funds, the supervisor-elect shall (1) make a formal written request of the board of supervisors for the training and orientation programs and expenses therefor; and (2) comply with county policies and procedures for reimbursement of county supervisor expenses. To the extent such county policies and procedures may be inconsistent with this Section 2.04.020 of the code, this section shall control.

2.04.030 - Board of Supervisors Term Limits.

A. Findings and Declarations.

  1. California Government Code Section 25000 provides that the county may prospectively limit the number of terms a member of the board of supervisors may serve after approval by a vote of the people.

  2. The board of supervisors is authorized and directed by statute to submit an ordinance imposing term limits to the voters.

  3. The board of supervisors believes it is in the best interests of county residents to establish term limits for members of the board of supervisors, and that a maximum of two terms serves the interests of both continuity and experience in office, with the need to encourage the most qualified and talented candidates to run for office.

  4. Term limits encourage competitive elections and foster increased citizen participation in seeking elective office.

  5. Term limits encourage diversity among the members of the board of supervisors.

  6. Term limits provide voters with more choices about who will represent them.

  7. The purpose of lifetime term limits is to promote a free and democratic system of fair elections, and to encourage qualified candidates to seek public office by limiting the powers of incumbency.

  8. Term limits encourage members to maximize their time in office to accomplish their goals and policies during their limited term of office.

B. Term Limits Established.

  1. No person shall serve more than two terms as a member of the Shasta County Board of Supervisors. This provision shall apply prospectively only, so that any supervisor commencing a term of office after January 1, 2025, may serve up to two terms from and after that date.

  2. Any candidate who has served, or is currently serving a term as a member of the Shasta County Board of Supervisors, shall serve no more than two additional terms as a member of the Shasta County Board of Supervisors. This provision shall apply prospectively only, so that any supervisor described in this subdivision, commencing a term of office after January 1, 2025, may serve up to two terms from and after that date.

  3. Any person who is elected or appointed to an unexpired term as a supervisor after January 1, 2025, and who serves more than one-half of a full term of office shall be deemed, for purposes of this section, to have served a full term.

  4. Any supervisor who resigns or is removed from office with less than one-half of a full term remaining until the expiration of the term shall be deemed, for purposes of this section, to have served a full term.

C. Effective and Operative Dates.

  1. This section shall take effect on March 5, 2024, after certification of the vote, if the measure is approved by a majority of the electors voting on the measure at the election held that day. This section shall then be operative on January 1, 2025.
