2-9: ENUMERATED GENERALLY; AUTHORITY OF CITY MANAGER TO HIRE AND FIX COMPENSATION 1 :

In addition to the officers provided in the charter of the city, there shall be the following subordinate officers, assistants, deputies and employees:

Building inspector and firemen of the fire department to such number as shall be determined by the city manager, with the approval by the city council;

Traffic officers, and such other police officers to such number as shall be determined by the city manager, with the approval of the city council.

The city manager shall also be authorized to hire and fix the compensation of such employees, assistants and laborers as may be necessary. (Ord. Code § 1311.1)

2-12: UNIFORM OF POLICE OFFICERS; IMPERSONATION OF POLICE OFFICERS:

A. A standard official uniform for all police officers of the city is hereby established and set up under the following specifications:

Blue shirt.

Blue pants.

Blue cap.

B. Any person, other than a duly appointed or elected police officer of the city who at any time wears the standard approved uniform of a police officer of the city, or any part of such uniform or a uniform or part of a uniform similar thereto is guilty of a misdemeanor.

C. It shall be unlawful for any person, not a duly appointed or elected police officer of the city to state or represent either by word, act or deed that such person is a police officer of the city. (Ord. Code § 1391.1)

2-13: UNCLAIMED PERSONAL PROPERTY WHICH COMES INTO POSSESSION OF POLICE DEPARTMENT; INVENTORY:

All unclaimed personal property which shall come into the possession of the police department of the city shall be inventoried and a copy of such inventory, signed by the chief of police, shall be filed with the administrative services director, or designee. 2-14: UNCLAIMED PERSONAL PROPERTY WHICH COMES INTO POSSESSION OF POLICE DEPARTMENT; INVENTORY; SALE AFTER RETENTION PERIOD; DISPOSITION OF PROCEEDS:

All unclaimed personal property which shall come into the possession of the police department shall be held for a period of three (3) months, four (4) months for bicycles, and if unclaimed at the end of such period shall be sold at public auction, by the chief of police, or his duly authorized representative, to the highest bidder for cash and the proceeds of such sale shall be deposited with the city treasurer to the credit of the general fund of the city. If any property is determined to be needed for a public use, such property may be retained by the city and need not be sold. (Ord. 1537 § B7, 8-6-1996)

2-15: UNCLAIMED PERSONAL PROPERTY WHICH COMES INTO POSSESSION OF POLICE DEPARTMENT; INVENTORY; NOTICE OF SALE:

Before making any such sale, pursuant to section 2-14 of this article, notice of such sale shall be given by the chief of police, or his representative, at least five (5) days before the time fixed, by one publication of a notice of the time and place of sale, and the articles of personal property to be sold, in a newspaper of general circulation published in the city. 2-21.3: RESERVE, AUXILIARY POLICEMEN:

A. The chief of police of the city of Porterville is hereby vested with authority to appoint or deputize reserve, auxiliary or deputy policemen.

B. Any individual so appointed shall be called a "reserve officer" and shall serve in the legal capacity of a reserve officer of the city of Porterville only during a specific police department assignment as from time to time designated by the chief of police or his authorized appointee.
