17-11: TWENTY MINUTE PARKING:

Green curb marking shall mean no standing or parking for a period of time longer than twenty (20) minutes at any time between eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. on any day, except Sundays and holidays.

When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof. 17-11.1: ONE HOUR PARKING:

When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day, except Sundays and holidays, for a period of time longer than one hour. (Ord. 1162 § 1, 12- 5-1978)

17-11.2: TWO HOUR PARKING:

When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle between the hours eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day, except Saturday, Sunday and legal holidays, for a period of time longer than two (2) hours. 17-11.3: PARKING PARALLEL ON ONE-WAY STREETS:

A. Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches (18") of the left hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.

B. In the event a highway includes two (2) or more separate roadways, and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left hand side of such one-way roadway unless signs are in place permitting such standing or parking.

C. The city traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left hand side of any one- way street or when standing or parking may be permitted upon the left hand side of any one-way roadway of a highway having two (2) or more separate roadways and shall erect signs giving notice thereof.

D. The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb, provided that such vehicle does not extend beyond the centerline of the street and does not block traffic thereby. 17-11.4: DIAGONAL PARKING:

On any of the streets or portions of streets established by resolution of the council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park said vehicle except:

A. At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of said allotted space;

B. Any vehicle utilizing diagonal parking spaces shall park so that no part of the rear of the vehicle shall protrude past an imaginary line that runs parallel with the curb and even with the end of the painted stripes of the diagonal parking spaces.

The provisions of this section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in subsection 17-11.3D of this article shall be complied with. 17-11.5: PARKING SPACE MARKINGS:

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.

When such parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space, unless the size or shape of such vehicle makes compliance impossible. (Ord. 1162 § 1, 12-5-1978)

17-11.6: NO STOPPING ZONES:

The city traffic engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and days when stopping is prohibited.

During the hours and on the days designated on the signs, it shall be unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the council as no stopping zones. (Ord. 1162 § 1, 12-5-1978)

17-11.7: PARKING OF COMMERCIAL VEHICLES IN RESIDENTIAL DISTRICTS:

A. Prohibited; Violation: Except as noted below, no person shall park any commercial vehicle having a manufacturer's gross vehicle weight rating of ten thousand (10,000) pounds or more, in whole or in part, on any roadway adjacent to any property zoned RS-1, RS-2, RM-1, RM-2, RM-3, PK, or PO in the city of Porterville. Such violation shall be an infraction.

B. Exceptions:

  1. While loading or unloading property. This exception shall apply only while such work is actually in progress and those in control

of the vehicle are on the scene.

  1. While parked in connection with, and in aid of, the performance of a service to or on a property in the block in which such vehicle is parked. This exemption shall apply only while such work is actually in progress and those in control of the vehicle are on the scene.

    1. When the vehicle has experienced mechanical failure along an authorized route of travel for such vehicles and only while repair or towing services are actually en route to, or repairing/towing said vehicle. 17-11.8: PARKING TRUCK TRAILERS PROHIBITED ON CITY STREETS:

The operator of any vehicle exceeding a maximum gross weight limit of four (4) tons shall not disconnect the trailer or trailers from said vehicle and park the trailer or trailers on a city street, unless parked under a permit issued by the chief of police. 17-11.9: PARKING COMMERCIAL VEHICLES ALONG WESTWOOD STREET:

A. Prohibition: Except as noted below, no person shall park any commercial vehicle having a manufacturer's gross vehicle weight rating of ten thousand (10,000) pounds or more, in whole or in part, on any roadway adjacent to any property zoned commercial along Westwood Street from Pioneer Avenue to the Tule River, in the city of Porterville.

B. Exceptions:

  1. While loading or unloading property. This exception shall apply only while such work is actually in progress and those in control

of the vehicle are on the scene.

  1. While parked in connection with, and in the aid of, the performance of a service to or on a property in the block in which such

vehicle is parked. This exemption shall apply only while such work is actually in progress and those in control of the vehicle are on the scene.

  1. When the vehicle has experienced mechanical failure along an authorized route of travel for such vehicles and only while repair

17-11.10: ON STREET PARKING:

The city traffic engineer shall designate special "blue curb" parking spaces for the purpose of providing on street parking for exclusive use by physically disabled persons in accordance with section 22511.7 of the California Vehicle Code. (Ord. 1162 § 1, 12-5-1978; Ord. 1513 § B, 6-6-1995)

17-11.11: OFF STREET/PUBLICLY OWNED FACILITIES:

A. The city traffic engineer shall designate parking stalls or spaces in publicly owned, leased, or controlled off street parking facilities for exclusive use by physically disabled persons.

B. The city traffic engineer shall designate eleven (11) parking spaces for transit users within the publicly owned parking lot located at the southeast corner of Hockett Street and Oak Avenue. The city traffic engineer shall issue rules and regulations needed for the administration and enforcement of transit users parking within transit user designated parking spaces including, but not limited to, criteria and procedures for issuance and revocation of a parking permit.

C. When signs authorizing the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

D. Citation fees shall be set by resolutions of the city council if deemed to warrant fees. (Ord. 1162 § 1, 12-5-1978; Ord. 1513 § B, 6-

17-11.12: PARKING SPACES FOR DISABLED PERSONS:

No person shall stop, stand or park any vehicle in a stall or space which has been designated to be used exclusively by disabled persons who display on their vehicle a distinguishing license plate or a placard issued pursuant to California Vehicle Code section 22511.5 or to be used by a disabled veteran as specified in Vehicle Code section 22511.9. The designation for such stalls or spaces shall be made by posting immediately adjacent to, and visible from, each stall or space a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, or by outlining the stall or space in blue markings and outlining on the ground, in the stall or space, a similar profile view depicting a wheelchair with occupant.

The owner or person in lawful possession of an off street parking facility, after notifying the police or department, may cause the removal, from a stall or space designated for physically disabled persons, in the parking facility to the nearest public garage, of any vehicle not displaying one of the distinguishing placards or license plates specified in this section, if there is posted immediately adjacent to, and visible from, the stall or space, or if there is posted in a conspicuous place at the entrance to the off street parking facility, not less than seventeen by twenty two inches (17 x 22") in size with letters not less than one inch (1") in height, a sign which clearly and conspicuously states the following:

Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning the Porterville Police Department, (209) 782-7426.
