14-1: ESTABLISHED:

As authorized by section 56 of the charter of the city, as amended, a free public library is hereby established under control of the city for the dissemination of knowledge of the arts, sciences and general literature, and the performance of general library functions usually carried on and conducted by a public free library. (Ord. 1538 § 2, 8-20-1996)

14-2: USE TO BE FREE TO ALL RESIDENTS OF CITY AND NONRESIDENT TAXPAYERS; VIOLATIONS; PENALTIES:

The public library of the city shall be free to the inhabitants and nonresident taxpayers of the city; subject, however, to such rules and regulations as may be established by the library and literacy commission in accordance with city policy, and such rules, regulations and bylaws, fines and penalties as may be established by the city council. Any person who violates any rules, regulations or bylaws passed and adopted by the city council or the library and literacy commission, or who shall promptly fail to pay and discharge any fine and penalty levied by reason of a violation of any rule, regulation or bylaw may be excluded from exercising any of the privileges of the public library of the city.
