25-25: TWO STOPCOCKS TO BE PLACED IN EACH CONNECTION:
There shall be a stopcock in every connection at a point designated by the city engineer. Such stopcock and the box containing the same shall be furnished by the city and shall be for its exclusive use and under its exclusive control. The city shall not be responsible for damage to any building or its contents from any break beyond the service box and the water consumers are hereby required for their own protection, to provide, at their own expense, another stopcock or valve to be placed at the first suitable joint outside the meter box beyond the stop or service of the city. 25-26: TESTING AND ADJUSTMENTS TO METERS:
Any consumer may demand that the meter through which water is being furnished, be examined and tested by the water division for the purpose of ascertaining whether or not it is correctly registering the amount of water which is delivered through it. Such demand shall be in writing, filed with the water division and shall be accompanied by a fee which shall be fixed by a resolution of the city council. Upon receipt of such written demand and the fee, it shall be the duty of the water division to cause the meter to be examined and tested, and for the purpose of ascertaining whether or not it is correctly registering the water being delivered through it. If on such examination and test, the meter shall be found to register over three percent (3%) more water than actually passes through it, another meter shall be substituted therefor, at no cost to the consumer, and the water bill for the current period adjusted in such manner as the administrative services director, or designee, may deem fair and just. If the meter be found on test to register not over three percent (3%) of the actual water passing therethrough, the water bills shall be paid as rendered. 25-27: OBSTRUCTION OF STOPCOCKS AND HYDRANTS GENERALLY:
No person shall place on or about any hydrant or stopcock connecting with the pipes of the waterworks of the city any building material or other obstruction as to prevent the free access to the same. (Ord. Code § 3553)
