7-63: PLAN ADOPTED:

There is hereby adopted a plan for the orderly numbering of houses, buildings, separate entrances, offices and all other entrances and locations from public streets in the city of Porterville in accordance with the proposal of the planning commission of said city. (Ord. 788 § 1, 3-17-1964)

7-64: SPECIFICATIONS FOR NUMBERING:

Numbering shall be in accordance with the following provisions:

A. Numbering Required: All buildings fronting on streets, avenues, and public ways in the city of Porterville and within the metropolitan building numbering area as hereinafter described shall be numbered in accordance with the provisions of this section.

B. Issuance Of Numbers; Record Maintained: Each building location within the city limits shall be separately numbered and numbers shall be assigned upon application with the building inspector or other city official designated by the council of the city of Porterville, who shall maintain a permanent record of all numbers assigned.

C. Manner Of Assigning Numbers: Numbers shall be assigned in such a manner that even numbers shall be assigned on the north and east sides of the streets in the city of Porterville and odd numbers shall be assigned on the south and west sides of streets in the city of Porterville.

D. Numbers Shown On Map: A record of said building numbers assigned and to be assigned shall be kept on a suitable map or maps in the office of the city building inspector.

E. Street Orientation: Streets orientated north of the east-west baseline shall have a prefix "North" and streets located south of the east-west baseline shall have a prefix "South". Streets located east of the north-south baseline shall have a prefix "East". Streets located west of the baseline shall have a prefix "West".

F. Building Numbers: Building numbers shall be assigned beginning at the above stated east-west baseline at one hundred (100) numbers per six hundred sixty feet (660') (1/8 of a mile) east and west of the line and building numbers shall be assigned beginning at Olive Street baseline at one hundred (100) numbers per six hundred sixty feet (660') north and south of the said baseline.

G. Frontage: There shall be assigned approximately 13.2 feet, plus or minus, of frontage per number adjusted to conform with the actual distance in any land section within the metropolitan building area.

H. Diagonal Streets: The numbering of diagonal streets shall be progressive in the same direction at the rate of one hundred (100) numbers per six hundred sixty feet (660') with an adjustment being made in the frontage per number, depending on the degree of the diagonal.

I. Curved Streets: Curved streets shall be assigned the numbers assigned from the grid system at that point and progress according to the curvature of the streets. Such curved streets and the assignment of numbers to buildings fronting on said streets shall have special consideration in the integration of the system into this article as and when they shall hereafter occur.

J. Street Name Conflicts: The city engineer of the city of Porterville is hereby assigned the duty of processing all cases wherein street names on the same alignment are different and of recommending one name for said street to the city council of the city of Porterville or the board of supervisors of the county of Tulare if said streets are within the metropolitan building numbering area.

K. Baselines: Olive Avenue and its prolongation as shown on the map is hereby designated as the east-west baseline and Main Street, and its prolongation north onto Division Street, is hereby designated as the north-south baseline. (Ord. 788 § 2, 3-17-1964; Ord. 1537 § B39, 8-6-1996)

7-65: SIZE, MATERIAL AND LOCATION OF BUILDING NUMBERS:

Building numbers shall be not less than three inches (3") in height and shall be of a durable material; shall be legible and shall be placed on said property in such a manner as to be easily seen from the street on which the entrance to said property faces. (Ord. 788 § 3, 3-17- 1964)

7-66: OWNER OR OCCUPANT'S DUTY TO NUMBER PROPERTY:

It is hereby made the duty of the owner or occupant of any house, building, separate entrance, office and all other entrances and locations to number or cause to be numbered his or her house, building, separate entrance, office and all other entrances and locations in accordance with the provisions of this article within thirty (30) days after receiving notice of any number assigned to said location or of any violation of this article from the building inspector or any other official or employee of said city. (Ord. 788 § 4, 3-17-1964)

7-67: BUILDING INSPECTOR'S DUTIES:

It shall be the duty of the building inspector to notify the owner or occupant of a location of the number assigned to said location; the

requirement of this article that numbers be installed and maintained and, to determine whether the same are installed and maintained in accordance with the provisions of this article. (Ord. 788 § 5, 3-17-1964)

7-68: PENALTY FOR VIOLATION OF ARTICLE:

Any person, firm or corporation violating any of the terms and provisions of this article within thirty (30) days after receiving notice of said violation shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to a fine of five hundred dollars ($500.00) or by imprisonment in the county or city jail for a period not exceeding six (6) months, or by both such fine and imprisonment.
