Chapter 10.08 — DEFINITIONS

For the purpose of this title, unless it is plainly evident from the context that a different meaning is intended, certain terms shall have the following definitions. (Ord. 00-06 § 2 (part))

"Alley" means a public or private vehicular way less than twenty-five (25) feet in width affording a secondary means of vehicular access to abutting property. (Ord. 00-06 § 2 (part))

"Bicycle parking zone" means that space reserved exclusively for the parking of bicycles. (Ord. 00-06 § 2 (part))

"Business district" means all portions of the city which are commercially zoned as provided in Title 17 of this code. (Ord. 00-06 § 2 (part))

For the purpose of this title, holidays and other special days shall be in accordance with Chapter 15, Orinda Employees Personnel Rules. (Ord. 00-06 § 2 (part))

"Loading zone" means that space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 00-06 § 2 (part))

Whenever certain hours are named in this title, they shall mean standard time or daylight saving time, as may be in current use in the city. (Ord. 00-06 § 2 (part))

"Park" means the standing of a vehicle, whether occupied or not, otherwise than temporarily for a period of less than thirty (30) seconds for the purpose of and while actually engaged in loading or unloading passengers or materials. (Ord. 00-06 § 2 (part))

"Parking enforcement officer" means a non-sworn officer of the city authorized to direct traffic and to enforce all laws of the city and of the state applicable to the parking or towing of vehicles. (Ord. 00-06 § 2 (part))

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 00-06 § 2 (part))

"Pedestrian" means any person on foot or in a wheelchair as defined in the Vehicle Code. (Ord. 00-06 § 2 (part))

"Police officer" means every sworn member of the Orinda Police Department, police reserves or any employee of the city authorized by the Chief of Police to direct or regulate traffic or to make arrests for violations of traffic regulations as defined in Section 830 through 832 of the Penal Code. (Ord. 00-06 § 2 (part))

"Police service aide" means a non-sworn officer of the city authorized to direct traffic and to enforce all laws of the city and of the state applicable to the parking or towing of vehicles. (Ord. 00-06 § 2 (part))

"Public parking facility" means any public parking lot or parking structure owned or leased by the city in which parking by the general public is permitted. (Ord. 00-06 § 2 (part))

"Stop" means complete cessation of movement. (Ord. 00-06 § 2 (part))

"Stop or stand" means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device. (Ord. 00-06 § 2 (part))

"Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel. (Ord. 00-06 § 2 (part))

"Traffic control devices" means all signs, signals, markings and devices not inconsistent with this title, existing at the time of adoption of the ordinance codified in this title or placed or erected under this title, as authorized by the Vehicle Code of the State of California or by the authority of this title. "Traffic lane" means that portion of any roadway, either marked or unmarked, being not less than eight and one-half feet in width. (Ord. 00-06 § 2 (part))

In addition to the definitions set forth in this chapter, all definitions of words and phrases set forth in the Vehicle Code of the State of California are now incorporated in this title as though set forth in full in this title. If there is a conflict between this title and the Vehicle Code, the Vehicle Code shall control. (Ord. 00-06 § 2 (part))

"City Manager" means the City Manager of the city of Orinda or designee. (Ord. 00-06 § 2 (part))
