10.16.010 - Authority/duty to install.¶
A. The director of public works shall have the power and duty to place and maintain or cause to be placed and maintained official traffic control devices.
B. Whenever the Vehicle Code of this state requires for the effectiveness of any provision thereof that signalized traffic control devices be installed to give notice to the public of the application of such law, the director of public works is authorized to install the necessary devices subject to any limitations or restrictions set forth in the law applicable thereto.
C. The director of public works shall have the power and duty to relocate, replace, add and maintain official traffic control devices, during the construction of capital improvements projects.

10.16.020 - Placement and visibility requirements for enforcement purposes.¶
No provisions of the Vehicle Code or of this title for which signs are required shall be enforced against an alleged violator unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws.

10.16.030 - Obedience required.¶
The driver of any vehicle shall obey the instructions of any official traffic control device applicable thereto placed in accordance with this title or the traffic ordinances of the city unless otherwise directed by a police officer, subject to the exceptions granted the driver of any authorized vehicle when responding to emergency calls.

10.16.040 - Traffic signals—Location—Determination.¶
A. The city traffic and safety commission is directed to recommend to the city council the installation of official traffic signals at those intersections and other places where traffic conditions are such as to require that the flow of traffic be alternately interrupted and released in order to prevent or relieve traffic congestion or to protect life or property from exceptional hazard.
B. The city traffic and safety commission shall ascertain and determine the locations where such signals are required upon the advice, findings, and recommendations of the director of public works by their resorting to field observation, traffic counts and other traffic information as may be pertinent, and its determinations therefrom shall be made in accordance with those traffic engineering and safety standards and instructions set forth in the California Traffic Manual issued by the California Department of Transportation.
C. When ordered to do so by resolution of the city council, the director of public works shall have the power and duty to place and maintain or cause to be placed and maintained official traffic signals at those intersections and other places indicated in the resolution.

10.16.050 - Traffic signals—Authority to remove, relocate or discontinue.¶
A. The director of public works is authorized to remove, relocate, or discontinue the operation of any traffic control signal device not specifically required by state law or this title whenever he/she shall determine in any particular case that the conditions which warranted or required the installation no longer exist, unless prohibited from so doing by resolution of the city council.
B. No person other than the director of public works or a person acting under his/her directions shall install, place, damage or remove any traffic control signal device except as otherwise expressly provided in this code.

10.16.060 - Stop signs—Installation—Location.¶
A. Whenever any ordinance or resolution of this city designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, stop signs shall be erected and maintained as follows:
A stop sign shall be erected on each and every street intersection, where such through street or portion thereof is designated for stop sign installation, and at those entrances of other intersection(s) where a stop is required, and at any railroad grade crossing so designated.
Every such sign installation shall conform with, and shall be placed as provided in the Vehicle Code or the state guidelines; except that with respect to the installation of multiway stop signs, said installation shall comply with the standards and policies adopted thereto by the city of Montebello, and enforced by the director of public works.
Prior to the installation of a stop sign, said matter shall be reviewed and approved by the traffic and safety commission.
B. However, should a stop location not conform to the preceding, the city council, upon finding a detriment to the health, safety or welfare of the community, can nevertheless order the stop sign installed.

10.16.070 - Lane markings.¶
The director of public works is authorized to mark or cause to be marked centerlines and lane lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place delineators, cones, and signs in accordance with the California Traffic Manual issued by the California Department of Transportation temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the highway. When authorized signs have been placed designating off-center traffic lines, no person shall disobey the instructions given by such delineators, cones and signs.
